Introduction

UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization to support the EPPIC Project knowledge management and replication and engagement for sustaining project results in the new context after restructuring.

The project Ending Plastic Pollution Innovation Challenge (EPPIC) seeks to reduce plastic pollution in coastal areas in Viet Nam and Thailand in 2020, followed by Indonesia and the Philippines in 2021, contributing to the achievement of SDG 14 (Life Below Water) and SDG 12 (Responsible Production and Consumption). EPPIC will bring together citizens, local governments, and the private sector to collaborate in establishing effective and innovative solutions. The EPPIC competition is also the opportunity to drive change by raising awareness, collecting lessons learned and trying new approaches to address localized plastic issues.

Vietnam is currently undergoing its most significant administrative restructuring in decades, a sweeping reform aimed at creating a leaner, more efficient, and effective governance apparatus. This ambitious overhaul, approved by the National Assembly and guided by directives from the Communist Party of Vietnam, is set to redefine the country's administrative map and streamline its bureaucracy at all levels.

One of the most notable changes is the consolidation of provincial-level administrative units, reducing the number of provinces and centrally run cities from 63 to a projected 34 by July 1, 2025. This involves merging existing provinces to form larger, more economically viable entities.

Beyond provincial mergers, the reform introduces a two-tier local government model, effectively eliminating the district level of administration. This means that government functions will now operate primarily at the provincial and commune levels, aiming to reduce redundancies and bring governance closer to the people. This shift is expected to significantly reduce the public workforce, with projections of up to 250,000 fewer personnel, including both officials and part-time workers at the commune level, resulting in substantial budget savings.

At the central government level, the restructuring includes mergers and reassignments of ministries and ministerial-level agencies. The goal is to reduce the total number of ministries and ministerial-level agencies, thereby creating a more agile and responsive government.

This assignment aims to robustly support the Project's knowledge management framework, ensuring that valuable insights, lessons learned, and best practices are effectively captured and disseminated. Crucially, it will also focus on enabling the successful replication of the Project's results and impactful interventions within the new administrative landscape, which has been significantly reshaped by recent governmental restructuring and mergers. This means adapting our approaches to ensure our achievements can be seamlessly integrated and scaled in this evolving context.
