Introduction :

This Consultancy will take place under the project’s expenditure management component that aims to improve how cantonal governments manage their resources. In particular, the purpose of the Consultancy is to contribute to improved programmatic delivery as well as financial management by the Sarajevo cantonal government through facilitating the implementation of recommendations arising from administered comprehensive spending reviews. 

The Consultancy is preceded by an exhaustive reviews of Sarajevo Canton budget management practices, with appointed Working Group to spearhead the implementation of the resulting recommendations in 2022 and 2023. In order to to continue supporting working group in this process, the Project is seeking to recruit a Senior Local Consultant (hereinafter: the Consultant) to provide guidance to the Working Group and inform the process while also monitoring and reporting on the implementation of key recommendations.

The Consultancy will follow on the heels of comprehensive spending review carried out in Sarajevo Canton, by a team of senior consultants. In order to systematically engage in the implementation of recommendations stemming from the spending reviews, cantonal government appointed the Working Group composed of representatives of selected ministries/sectors. The findings of the review process, focusing largely on financial and asset management practices, have been translated into a practical action plan that the Working Group and respective ministries were expected to follow through during 2022 and 2023. In the previous period, the Consultant was engaged to monitor the implementation of recommendations during 2022. Hence, for the purpose of conducting the tasks under this Assignment the Consultant will be provided with the original review reports, action plans as well as progress and monitoring reports for 2022. 

Specifically, the Consultant is expected to perform the following tasks: 

1.     Assist the Working Group in setting-up a monitoring plan for 2023; 

2.     Conduct monitoring progress reviews; 

3.     Reporting.
