Introduction
UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for the Implementation of the Feasibility Study Phase 1 and Phase 2, under Viet Nam Flagship Plastic Programme.
Globally, plastics have experienced widespread adoption over the past five decades, becoming essential in numerous industries due to their versatility. In Vietnam, plastics are crucial for supporting the economy, used across sectors such as packaging, consumer goods, electronics, automotive vehicles, aviation, textiles, and agriculture.
The Alliance to End Plastic Waste (AEPW) is intent on supporting national actions to transition towards a circular plastics economy, reducing unmanaged plastic waste across select cities of Viet Nam by capturing value from the collected materials through recycling or other methods of recovery. As such, in 2022, the AEPW launched a Request for Proposal (RfP) to build on preliminary work undertaken by Stichting SNV Neverlandse Ontwikkelingsorganisatie (SNV), the Asian Development Bank (ADB) and AEPW across Hanoi, HCMC and Vung Tau, with the objective to identify solution pathways at scale to reduce unmanaged and mismanaged plastic waste in Viet Nam.
UNDP successfully applied to the RfP, premising its scalable solution on the establishment of Material Recovery Facilities (MRFs) to facilitate the effective management of an additional 50,000 tonnes per year (TPY) of plastic waste, targeting the inner-city districts of Ha Noi, HCMC/Hai Phong and Vung Tau . The Programme is designed into two phases, which together will seek to analyse and identify a suite of tailored interventions across infrastructural, organizational and operational processes, that align with the systems approach adopted by the Government of Viet Nam through ongoing and upcoming policy, regulatory and sustainable financing interventions aforementioned, supporting the transition towards a circular plastic economy.
In close coordination with the UNDP Programme Analyst on Waste, Plastic & Circular Economy, Waste and Circular Economy Officers, International Technical Specialist and Project Assistant, the AEPW Country Focal Point and Global Technical Expert, as well as National and Provincial Government focal points and other National Consultants, the National Specialist Firm’s objective is to lead and support the delivery of a comprehensive Phase 1 and Phase 2 of the proposed feasibility study under the AEPW Viet Nam Flagship Programme. This will include:
1. Establishing engagement of key project stakeholders;
2. Comprehensive baseline data analysis (desktop review);
3. Support the design and implementation of a Waste Analysis and Characterization Study across each location for updated baseline scenarios;
4. Support the development of initial conceptual models of MRFs in three cities with technical feasibility;
5. Support the development of final technical conceptual models as well as necessary collection schemes, including social and environmental screening procedures; and
6. Support the development of co-financing, local/provincial/national synergies and communications plan.
Across each of the objectives, the National Specialist Firm is expected to conduct the necessary consultations and site visits to ensure project interventions are widely consulted, informed by local perspectives and inclusive in each of the target locations contexts.
