Introduction
In the above context, UNDP is seeking the services of a consultancy company to support the DSTI’s focal point on IKS, where the scope of support will entail:
a) Draft Bio-cultural Community Protocols (BCP’s).
- Project management and execution in the development of four (4) draft BCP’s linked to the identified communities.
- Coordinate and secure logistics needed for the execution of workshops, such as, venue, travel arrangements and-or accommodation for stakeholders who participate in the BCP workshops.
- Facilitate BCP workshop sessions (minimum 12 workshops) in 4 communities over a period of 6 months. The workshops must encourage the participation of women, youth and people with disabilities. The scope of the BCP workshop sessions should cover the following:
- Introductory meetings with (x4) communities and secure Free Prior Informed Consent (FPIC) from each of the communities.
- Conduct 1st BCP workshop (x4) communities.
- Conduct 2nd BCP workshop (x4) communities.
- Stakeholder consultation report on BCP workshops initiated in the x4 communities.
- Compilation of 4 draft BCP’s, 1 for each of the communities for the DSTI’s endorsement.
- Stakeholder consultation report for all of the above-mentioned meetings.
- Provide monthly project implementation and financial reports to the DSTI focal point and UNDP Focal point.
b) Catalogue of community IK that is associated with the priority plants in 4 communities in the Mpumalanga Province.
· This includes using the IKS documentation data collection tools.
· Provide training of IK recorders in line with the Legal requirements on protocols, and as per the guidance from the DSTI.
c) Identify the scientific names of the priority plants associated with the IK to obtain legal certainty of the species.
· Develop a simple plant identification guideline and provide training of IK recorders on species identification as per the guidance from the South African National Biodiversity Institute, and the DSTI.
d) Develop a Requirement Specification to enable a one stop shop technology platform as a future enhancement to the IK registration system.
· The development of the Requirement Specification includes: i) Requirement Specification (Business Requirement Specification) ii) Metadata Specification (Technical Requirement Specification), and iii) Application Development.
· Provide monthly project implementation and financial reports to the DSTI focal point and UNDP Focal point.
e) Provide Project-wide Human Resource Management
- Develop and implement a HR strategy inclusive of budget for the recruitment and management of recorders and facilitators. Furthermore, the budget must also cater for logistical costs of the human resource recruited, such as, travel, meals, accommodation, and daily subsistence.
- Establish and manage the HR contract management system as per South African labor laws and manage all payments for human resource appointed from the communities.
- Provide monthly project implementation and financial reports to the DSTI focal point and UNDP Focal point.
f) Management of the following project equipment and disposal to the UNPD after the project completion (as per UNDP policy):
- Recording equipment (4 Laptop, 4 camera, camera accessories, and laptop bag for four (4) IK field recorders).
- Minimum requirement of the recording equipment to be procured by UNDP to enable loading and operation of the Catalogue Software Application:

h) Provide effective co-ordination and implementation of the various sub-projects and their interdependence, and the management of any risks and other issues that may arise is required.
i) At the end of the project provide 4 project feedback/close-out meetings with the four communities participating in the project.
j) Allow for the review of deliverables and incorporation of comments into the deliverables.
k) Participate in quarterly project reporting meetings convened by the UNDP/GEF 6 Project Management Unit and provide relevant evidence needed to meet donor reporting requirements.
