Sri Lanka ratified the United Nations Framework Convention on Climate Change (UNFCCC) in November 1993, ratified the Kyoto Protocol in September 2002, and ratified the Paris Agreement (PA) in September 2016. As a non-Annex I Party to the Convention, Sri Lanka is obligated to implement the decisions of the Conference of the Parties (COPs) regarding the implementation of policies and measures to adapt to and mitigate climate change, thereby contributing to the attainment of the objectives of the Convention.

Under the Enhanced Transparency Framework, Parties to the Paris Agreement are required to submit their BTRs every two years as per Decision 18/CMA.1, with the second BTR submission due by 31 December 2026. The BTR reporting is critical to monitor and verify countries’ advancement to meet their climate commitments and, in turn, help countries to take stock of their progress.

In this respect, Sri Lanka submitted the First Biennial Transparency Report (BTR1) in 2024. The Government of Sri Lanka has also prepared and submitted three National Communications (NCs): the Initial National Communication (NC1) in 2000, the Second National Communication (NC2) in  2012, and the Third National Communication (NC3) in  2022. Sri Lanka is also making steady progress on Measurement, Reporting and Verification (MRV) supported by the Capacity Building Initiative on Transparency (CBIT) Project, Accelerating Industries’ Climate Response in Sri Lanka (AICRSL) Project, and the Climate Promise 2025 programme.

In supporting the Government of Sri Lanka to meet its reporting obligations under the Paris Agreement, the Global Environment Facility (GEF) funded project “Development of the First Biennial Transparency Report, the Second Biennial Transparency Report and Fourth National Communication of Sri Lanka to the UNFCCC” (Sri Lanka: BTR1, BTR2, & NC4) will help to prepape Sri Lanka’s BTR1, BTR2 and NC4. Under the overall guidance and supervision of the Ministry of Environment and the UNDP, the selected Service Provider will work with the Climate Change Secretariat of the Ministry of Environment and other relevant Ministerial and government line agencies to prepare BTR2.

SPECIFIC OBJECTIVE

The objective of this assignment is to provide technical assistance to the Government of Sri Lanka to prepare the Second Biennial Transparency Report (BTR2). This will entail collecting data, coordinating between line agencies to obtain inputs to prepare the respective chapters of the BTR2 for Sri Lanka.
