BACKGROUND: 

UNDP provides integrated programmatic, policy and financing solutions to realize the Sustainable Development Goals (SDGs). In this context, UNDP has created a Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan. The Bureau for Policy and Programme Support (BPPS) and the Crisis Bureau (CB) are the two anchor Bureaus of the GPN.

UNDP is working closely with cities and local governments to showcase how they are actively contributing to implement Agenda 2030, accelerating transformative action to achieve the Sustainable Development Goals for all, and everywhere. 

Access to quality family planning services is a cornerstone for achieving Universal Health Coverage and the Sustainable Development Goals (SDGs), particularly Sustainable Development Goals (SDG) number 3 on health and well-being. However, in Benin City, Edo State, Nigeria, gaps persist in the availability of family planning commodities and products, the capacity of health personnel, health promotion, digital tools, infrastructure, and community engagement. To address these issues, Benin City and its partners are seeking public-private collaboration to scale their intervention.

In this context, the SDG Local Action project is looking for a provider to design, develop and maintain the CONTRAconnect digital platform. The provider will track the client’s journey from the point of reach, either by social mobilizers, on-site in the health facility/smart mobile kiosks, or online social media promotion link.

To strengthen the availability, accessibility, and quality of family planning and reproductive health services in selected locations in Benin City through the provision of equipment, infrastructure, training, digital tools, community outreach, and health promotional support.

CONTRAconnect is a software application used to monitor the journey of clients enrolled in quality family planning services, from the initial contact, whether through social mobilisers, on-site at health facilities or smart mobile kiosks, or via online social media promotion links, towards achieving the desired reproductive health outcomes.

The application is web- and mobile-based, but with varied use-cases. While the mobile instance is used primarily in remote locations especially at the points-of-reach [and enrollment onto the FP services] by the Social Mobilizers; the web-based instances, on the other hand, are used primarily to track and manage client referrals to service providers by Health Facility staff; and also, for dashboard visualizations and reporting by the key Admin staff. 

The application not only functions as a platform for spreading knowledge about FP, but it also acts as a repository of FP service providers [health facilities], where clients can find the most suitable facility based on key parameters like the service delivery method or proximity to their homes.

Interested suppliers must submit their offer directly in the system as instructed in the solicitation document, following the instructions in the available user guide.
