PROJECT DESCRIPTION

Following the adoption of the Kunming-Montreal Global Biodiversity Framework (GBF), each of the 196 Parties to the Convention on Biological Diversity (CBD) must ensure that their national biodiversity strategies and action plans (NBSAPs) are aligned with the GFF. Kazakhstan has also begun this necessary first step to translate the GFF into national actions that will lead to the achievement of the stated 4 global goals and 23 targets.

In 2024, within the framework of the UNDP project "Global Framework - Support to Early Actions" with the support of the Global Environment Facility, a draft Concept for the Conservation and Sustainable Use of Biodiversity for 2025-2035 was developed, which is the Kazakhstan NBSAP (hereinafter referred to as the Concept). The draft Concept will be updated (supplemented) within the framework of the UNDP-GEF project "Umbrella Program to Support the Update of the National Biodiversity Strategy and Action Plan and the Preparation of the 7th National Report", which is a continuation of support to countries in revising and updating their national biodiversity strategies and action plans to bring them in line with the GBF and ensure its effective implementation at the national level. In addition, this project supports countries in preparing and submitting their 7th National Report on the implementation of the CBD and GBF (hereinafter referred to as the 7NR).

An important element of the implementation of the GBF at the global level is the mobilization of financial resources. In particular, the program itself sets a benchmark target of raising at least US$200 billion annually from various sources - national, international, private and innovative - to finance biodiversity conservation activities3.

Also, within the framework of the project “Supporting Kazakhstan's ambitions to implement the Global Biodiversity Framework through Spatial Planning and Financing Strategies (SPACES Kazakhstan)”, a plan for resource mobilization for specially protected areas (SPNA) and other effective conservation measures (OECM) is being prepared.

ОПИСАНИЕ ПРОЕКТА

После принятия Куньмин-Монреальcкой Глобальной рамочной программы по биоразнообразию (ГРПБ) каждая из 196 Сторон Конвенции по биологическому разнообразию (КБР) должна обеспечить соответствие своих национальных стратегии и планов действии по биоразнообразию (НСПДБ) с ГРПБ. Казахстан также приступил к этому необходимому первому шагу для перевода ГРПБ в национальные меры, которые приведут к достижению заявленных 4-х глобальных целей и 23-х задач.

В 2024 году в рамках проекта ПРООН «Глобальная рамочная программа – Поддержка ранних действии» при поддержки Глобального экологического фонда был разработан проект Концепции по сохранению и устойчивому использованию биоразнообразия на 2025-2035 гг., который и является Казахстанским НСПДБ (далее – Концепция). Проект Концепции будет обновляться (дополняться) в рамках проекта ПРООН-ГЭФ «Зонтичная программа по поддержке обновления национальной стратегии и плана действий по сохранению биоразнообразия и подготовки 7-го национального доклада», который является продолжением поддержки стран в пересмотре и обновлении их национальных стратегий и планов действий по биоразнообразию для приведения их в соответствие с ГРПБ и обеспечение ее эффективной реализации на национальном уровне. Кроме того, данный проект поддерживает страны в подготовке и представлении их 7-го национального отчета о реализации КБР и ГРПБ (далее - 7НД).

Важным элементом реализации ГРПБ на глобальном уровне является мобилизация финансовых ресурсов. В частности, в самой программе установлена ориентирующая цель по привлечению не менее 200 миллиардов долларов США ежегодно из различных источников — национальных, международных, частных и инновационных — для финансирования мероприятий по сохранению биоразнообразия.

Также в рамках проект “Поддержка амбиций Казахстана по реализации Глобальной рамочной программы в области биоразнообразии посредством пространственного планирования и стратегий финансирования (SPACES)” готовится план по мобилизации ресурсов для особо охраняемых территории (ООПТ) и другие эффективные меры по сохранению территорий (ОЕСМ).
