Introduction
UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for a Research on Social Protection Measures for Workers Exposed to Heatwaves in Hanoi and Ho Chi Minh City.
Launched by the UN Secretary-General in 2021, the Global Accelerator on Jobs and Social Protection for Just Transitions is a global initiative that aims to support countries in creating 400 million decent jobs and extending social protection to the over 4 billion people who are currently unprotected. It seeks to integrate employment policies with climate action and social protection reforms that ensure no one is left behind in the transition to low-carbon, resilient economies. The Accelerator emphasizes country-led approaches, financing strategies, and inclusive policymaking that empower the most vulnerable—including women, informal workers, and youth—through universal, comprehensive, and climate-responsive social protection systems.
Vietnam is one of 17 countries actively engaging in the Global Accelerator initiative. Within this framework, UNDP, together with key development partners, is supporting the development of a Social Protection Roadmap that aligns with just transition principles and enhances resilience to climate-related shocks. This research will directly contribute to these efforts by providing evidence-based recommendations on how to adapt Vietnam’s SP system to emerging climate risks.
The objective of this research is to assess the adequacy of existing social protection measures in Viet Nam in addressing the impacts of climate risks, with a specific focus on heatwaves in urban areas, and identify potential policy solutions to enhance the resiliency of outdoor workers against these risks. The research will focus on both formal and informal outdoor workers, while also examining how socioeconomic characteristics such as migration status, gender, and income level intersect with exposure and vulnerability to heat stress. The research aims to identify gaps in current national and local programs and propose actionable recommendations to enhance the adaptiveness and inclusiveness of social protection system for climate-vulnerable workers.
This research is an integral step toward building a longer-term approach to adaptive social protection that is both climate-responsive and inclusive. It contributes directly to the Joint Programme’s Output 2.3: integrating climate considerations into social protection policies through analysis of economic, social, and ecological risks. By identifying vulnerable groups, assessing existing policy gaps, and proposing evidence-based recommendations, the research will strengthen Viet Nam’s capacity to design and deliver social protection systems that support both green and demographic transitions.
