Introduction
Scope of the Tender:The Consultancy Firm firm will be responsible for executing a targeted set of interlinked activities designed to generate evidence for inclusive governance reform and localized development planning in Northern Malaita. These include the implementation of a baseline and end line assessment, using both quantitative and qualitative tools, to capture community perceptions around governance effectiveness, conflict risks, and basic service delivery. The assessments will serve as critical reference points to measure change and inform the overall impact of the Area-Based Approach (ABA) intervention. Alongside the surveys, the firm will also lead and organize ward-level community consultations to identify local priorities and co-develop participatory planning inputs, including risk-informed livelihoods and inclusive governance mechanisms.
The contracting firm will additionally facilitate constituency-based inter-institutional sessions that bring together Ward Development Committees (WDCs), Constituency Committees (CCs), and the Provincial Government (PG) to enhance coordination, trust, and transparency in planning and service delivery. These sessions will culminate in the development and endorsement of agreed protocols for integrated institutional mechanisms, anchoring formal linkages between local and provincial levels. To operationalize these linkages, the firm will support the design and implementation of intervention formulation workshops in each target ward, focused on translating data and community priorities into actionable resilience and development projects. All activities must adhere to principles of inclusivity, local ownership, and cultural sensitivity.
