Introduction

1. Background

The Angolan Government, as a Party to the United Nations Framework Convention on Climate Change (UNFCCC), has made significant progress in articulating its climate commitments, including the submission of its updated Nationally Determined Contribution (NDC). With COP 30 scheduled to be held in Belém, Brazil in 2025, Angola seeks to strengthen its presence and influence in the global climate policy arena, particularly in thematic areas such as climate finance, adaptation, loss and damage, and just transitions.

UNDP Angola supports the Government of Angola, particularly the Ministry of Environment (MINAMB), by providing technical assistance, policy advice, and capacity development to strengthen Angola’s participation in international climate negotiations. Through initiatives like the Climate Promise, UNDP facilitates stakeholder coordination, mobilizes expert support for negotiator training, ensures alignment with national climate priorities, and oversees the quality and delivery of related activities, including this capacity-building initiative for COP 30.

This Terms of Reference outlines the recruitment of a consultancy to develop and deliver a tailored capacity-building program for Angolan negotiators. To establish and sustain a dynamic, inclusive Community of Practice that enhances the technical expertise, negotiation skills, and strategic engagement of climate negotiators, enabling them to participate effectively and equitably in international climate negotiations.

UNDP Angola, through its support to climate action and aligned with the Government of Angola’s national climate objectives, seeks to recruit a qualified organization to provide technical, training, and facilitation services to strengthen the capacities of Angolan climate negotiators and related stakeholders.


SCOPE OF TENDER
The main objective is to enhance the knowledge, negotiation skills, and strategic positioning of Angola’s climate negotiation team and key stakeholders in preparation for COP 30. This includes deepening their understanding of the UNFCCC process, thematic negotiation streams, and practical negotiation techniques through a structured training program
The selected organization will design and deliver a comprehensive, context-specific capacity building program to equip Angola’s climate negotiation team with enhanced technical knowledge, negotiation skills, and familiarity with COP 30 thematic priorities and procedures
