UNDP Sri Lanka’s Flagship Portfolio on SDG16: Peace, Justice, and Strong Institutions integrates governance and peacebuilding initiatives, including the Support to Justice Sector Project - JURE. Launched in 2022 with funding from the European Union and in collaboration with UNICEF and the Ministry of Justice, JURE aims to enhance access to justice, and support reformation of the justice sector through innovation and digital transformation. The project prioritizes provision of legal aid, gender equality, public participation, data-driven decision-making, and technology-driven solutions.

 As part of these efforts, the Rapid Digital Strategy (RDS) for the Justice Sector identified the need for an integrated, centralized Court Community Platform (CCP) to streamline case management, workflow automation, stakeholder collaboration, and public information dissemination. The CCP will serve as a central solution that enhances operational efficiency in the Sri Lankan justice sector while ensuring secure access for relevant stakeholders, including law enforcement, legal professionals, and the public.

 OBJECTIVES

Under this initiative the selected contractor (herein referred to as the “Contractor”) will, develop, deploy, test, prepare training materials for the users, and commission an integrated, centralized, web-based software solution (herein referred to as the “Court Community Platform (CCP)” to support data management and providing automation support for operational workflows in Sri Lanka’s justice sector.  The development must be carried out according to the conceptual design detailed in the ToR .

 The Contractor will be functioning under the complete guidance and supervision of the UNDP, with the support of national Technical Committee consisting of, inter alia, officials from the Judicial Service Commission and the Ministry of Justice, as deemed necessary.  

 The main functional objectives of the proposed solution shall include the following:

 Under the guidance and supervision of the Technical Committee;

a.       Provide automation support for workflows and procedures related to case management in court registries, covering all categories of courts in Sri Lanka, including the Magistrates’ courts, High courts, and District Courts.

b.       Provide automation support case data management, monitoring and reporting.

c.       Provide an interface for key stakeholders (such as the Police, Attorney Generals Dept. Judicial Medical Officers, Lawyers, etc.) to interact with the court houses, cases etc. for their work related to the court cases.

d.       Facilitate dissemination of information through the Internet (including messaging platforms) to the public and relevant parties to the court cases.
