SCOPE OF TENDER

Eswatini’s LT-LEDS is envisioned as a forward-looking framework that will articulate how the country can achieve sustainable economic and social development while progressively phasing out net greenhouse gas emissions. The strategy will serve as a long-range planning instrument to guide national decision-making, helping to align climate mitigation and adaptation actions with Eswatini’s broader development objectives, including addressing poverty, unemployment, and inequality. The development of a robust LT-LEDS entails significant analytical, technical, and institutional efforts. It must be grounded in credible data, inclusive stakeholder consultations, and a thorough understanding of Eswatini’s socio-economic context, sectoral dynamics, and emissions profile. Furthermore, the long-term nature of this strategy presents governance challenges—requiring high-level political buy-in, cross-sectoral coordination, and broad ownership among ministries, departments, and agencies, as well as active engagement of non-state actors, including the private sector and civil society. To support this process, Eswatini is seeking the services of a qualified consulting firm to lead the technical development of the LT-LEDS. The consulting firm will be expected to work closely with the Government of Eswatini, through the Ministry of Tourism and Environmental Affairs (MTEA), and in coordination with the UNDP and the National Climate Change Committee. The firm will deliver a comprehensive, analytically sound, and actionable LT-LEDS that is consistent with national priorities, internationally recognized methodologies, and aligned with Eswatini’s climate commitments under the Paris Agreement.
