PROJECT DESCRIPTION
The project aims to improve the management of the land-based sources of pollution that are likely to affect the marine environment of the Caspian Sea. This will be achieved through a comprehensive data collection and analysis by all the Caspian Sea countries on main sources, pathways and hotspots of marine litter subsequent amendments of the policy and regulatory frameworks on waste management, active promotion of a circular economy/life-cycle approach, carrying out investments in waste management as well as strengthening sustainable consumption and production patterns, including changing behavioural consumer, ranging from one-off behaviours, e.g. purchasing reusable cups, to habitual behaviours, e.g. reusing items such as shopping bags. Marine litter is a transboundary, national and regional problem that needs to be addressed. Therefore, the project will have both regional and national activities.
The project will also consolidate efforts with already in place actions of the Caspian littoral countries towards better waste management. It will furthermore be built upon the previous work of the Caspian littoral countries under the Tehran Convention, in particular the Protocol on Land-based Source of Pollution and the outcomes of Strategic Convention Action Programme. The project will take into account the similar experience in addressing marine litter in neighbouring seas, such as the Black Sea and Mediterranean Sea, it will also aim to promote the creation of cooperation mechanisms with Bucharest and Barcelona Conventions. UNDP Kazakhstan will be responsible for implementing following three components and its activities in Kazakhstan:
- Component 3: Enhanced circular economy approaches in coastal regions
- Component 4: Preliminary identification of investments in waste management
- Component 5: Empowered local communities and enterprises to improve waste management
