Introduction
[SCOPE OF TENDER]
The firm will be expected to lead a comprehensive set of interrelated activities organized into six key workstreams:
A. National MSME Sensitization and Outreach Campaign
- Design a regionally segmented outreach strategy that targets urban and rural trading nodes, market centers, cooperatives, and business associations.
- Map and prioritize MSME concentrations across the country, including underserved and hard-to-reach communities.
- Develop a national MSME engagement and communication strategy, tailored to the diversity of MSME contexts (formal/informal, rural/urban, youth/women-led).
- Design and implement an outreach plan covering commercial and non-commercial centers, MSME clusters, informal markets, and trading platforms.
- Use a multi-channel approach platforms or engagement means to raise awareness.
- Actively promote the benefits of MSME profiling and registration, emphasizing trade facilitation, customer acquisition, visibility, among others.
B. Onboarding and Registration Support:
- Establish on-site onboarding clinics to assist MSMEs with digital registration, especially in remote and underserved areas.
- Deploy trained field agents and facilitators with mobile devices to offer real-time support for registration and troubleshooting to MSMEs.
- Curate ‘featured business’ content for social media and the Registry home page to create aspirational visibility and peer motivation
- Develop step-by-step user manuals, video tutorials, and quick-start guides to encourage self-registration and peer-to-peer learning.
- Implement onboarding performance tracking tools to measure uptake by geography, sector, and demographic profile.
C. Building Trust, Confidence, and Value Proposition
- Generate mini-documentaries and testimonial videos of early adopters showcasing the Registry’s practical benefits (e.g., new customers, business leads, increased trust).
- Integrate messages that highlight data protection, business legitimacy, and customer reach.
- Facilitate dialogues with business associations, chambers, and cooperatives to endorse and promote the Registry as a trade facilitation tool.
- Provide actionable insights and recommendations to refine the Registry UX/UI and future outreach strategies.
D. Capacity Strengthening of Government Partners
Train MSME Unit staff and regional commerce officers in:
- MSME onboarding techniques
- MSME engagement methods
- Basic digital literacy facilitation
- Platform use analytics and support systems
