Introduction

As the UNSDCF reaches its midpoint and with the NDP 2021-2025 nearing its conclusion, a mid-term review is essential to assess progress, identify challenges, capture lessons learned, and ensure continued alignment with evolving national and global priorities, particularly as Nigeria is in the process of developing its new NDP 2026-2030.


The primary objective of this assignment is to conduct a comprehensive mid-term review of the Nigeria UNSDCF 2023-2027, focusing on its relevance, effectiveness of the coordination mechanism, the effect of changing global cuts on its implementation and the alignment to new national and global initiatives. 


Twenty-One (21) UN Agencies, Funds and Programmes joined efforts and bring their varied comparative advantages to deliver the UNSDCF as One UN in Nigeria.



The Local Individual Consultant (Technical Expert) will perform the responsibilities below:



Scope of Duties and Responsibilities

 You will be responsible for leading the review. The mid-term review will cover the UNSDCF implementation period from January 2023 to June 2025 specifically to:

Assess the continued relevance of the UNSDCF in the light of national priorities and global commitments

Review the changing donor funding landscape and implications for funding cuts

Assess the effectiveness of existing management and coordination mechanisms

Review the alignment of the UNSDCF to the six UN transitions, the Pact for the Future and UN 2.0

Examine the theory of change and its results framework.


The review should also examine the UNSDCF cross cutting issues and UN programming principles including Leave No One Behind (LNOB), human rights, gender equality, equity and women’s empowerment, youth engagement, disability inclusion and the development and humanitarian nexus.


The review is expected to generate evidence-based recommendations for strategic and operational adjustments to enhance the UNSDCF's alignment with national priorities, global priorities and accelerate progress toward the SDGs in Nigeria.


The review will not evaluate any individual programmes or activities of a specific UN agency. However, the review will be conducted at the strategic level looking at the UNSDCF as a portfolio of different interventions. The review will encompass i) all UN agencies, funds, and programs participating in the UNSDCF, ii) Government ministries, departments, and agencies involved in implementation, iii) multi-stakeholder coordination mechanisms and iv) Partnership arrangements with civil society, private sector, and development partners.


The geographic scope for the review will be at national level and 6 states at the rate of 1 per region (the states to be determined by the evaluation team during the inception phase).


Potential limitation will be the availability of staff and stakeholders however this risk can be partially managed by organizing remote interviews with these identified stakeholders.
