UNDP ASFH and IRFF seek the services of a consultancy firm through an international competition to document enabling environment barriers and opportunities for insurance investments for the SDGs in Africa. The overall objective of the assignment is to build the evidence base to better engage local insurers, as both underwriters and asset owners, in SDG-aligned investments in Africa. It also seeks to highlight some country-specific enabling environment opportunities for pursuit by the public sector and development partners, and for inspiration in other jurisdictions.

ii) establish pathways of addressing these barriers, including through incentives. As a cross-cutting objective, the assignment seeks to scan the demand side opportunities and limitations that are currently underutilized and could be unlocked through the solution pathways, especially for local insurers to utilize local currencies and crowd-in international investors, for example towards the achievement of ever more ambitious NDC targets.
