BACKGROUND
The Government of Angola is preparing its updated Nationally Determined Contribution (NDC) for the period 2025–2030. Under the Paris Agreement’s Enhanced Transparency Framework (ETF), Angola has submitted its first Biennial Transparency Report (BTR) and Biennial Update Report (BUR) in December 2024.
Angola’s NDC 2020-2025 sets out both unconditional and conditional mitigation and adaptation targets, reaffirming the country’s commitment to the global goal of limiting temperature rise to well below 2°C above pre-industrial levels. The country aims to achieve an unconditional reduction of greenhouse gas (GHG) emissions by 14% by 2025, compared to its 2015 baseline, while implementing sectoral adaptation strategies to strengthen resilience and support sustainable development objectives.
The joint study by the Government and United Nations, “Accelerating the SDGs in Angola,” identified climate action as a key SDG accelerator and recommended the adoption of an integrated national financing strategy to achieve the SDGs and the NDCs. To finance the NDCs, Angola can adopt several measures, including public funding, international climate finance instruments, carbon pricing and private sector investments.
Procurement Purpose
The purpose of this procurement process is to hire a national consultant, which together with the international consultant, will support the Development of Angola’s NDC Investment Plan (2025–2030). The consultant will join an existing team currently working on the development of the NDC 3.0 and also the international consultant recruited for development of the NDC Investment Plan. The NDC Investment Plan is considered a vital complementary instrument to support the effective implementation and financing of Angola’s updated NDC targets.

SCOPE OF WORK
- Identify and prioritize climate investment opportunities aligned with Angola’s NDC targets;
- Estimate sectoral investment needs and financing gaps;
- Analyse historical trends (over the past 5–10 years) in public, private, domestic, and international financing flows to identify opportunities for enhancing their contribution to the implementation of the NDC and national development priorities.
- Assess the coherence of Angola’s public and private financing policies, including fiscal, budgetary, and investment frameworks, with NDC and SDG objectives, and identify reforms to strengthen this alignment.
- Propose strategies for strengthening the enabling frameworks (policy, regulatory, institutional) for aligning and mobilizing public, private, domestic and international financing for NDC and the broader SDGs, as well as enhance implementation.
- Recommend improvements to the monitoring of climate and development financing flows and coordination mechanisms across public institutions, development partners, and the private sector, to enhance synergies, reduce duplication and misalignment.
Period of assignment/services: 40 working days within a period of 4 months
