Introduction
UNDP Bhutan is seeking proposals from the National IT consulting firms (Bhutanese firms) to develop a comprehensive results-based matrix and robust monitoring framework, and Dashboard for NBSAP. Please see below the scope of the assignment. For more details.This assessment shall cover the following tasks -
Results based matrix: To ensure accountability, efficiency and effectiveness in implementation of the 5th NBSAP
1. Assess existing biodiversity monitoring tools and frameworks and identify gaps in tracking the implementation of the 5th NBSAP.
2. Conduct a comprehensive review of the NBSAP and wherever relevant, design new smart indicators and develop a results-based matrix based on the Targets, strategies and actions of the NBSAP
3. Develop a results-based matrix aligned with the KMGBF headline indicators
4. Define institutional roles and responsibilities
Monitoring framework: To enable systematic tracking and evaluation of the 5th NBSAP implementation.
1. Review the existing monitoring systems and identify gaps
2. Conduct consultations with all relevant stakeholders
3. Design a comprehensive M&E plan with clear indicators, actions, timelines and roles
4. Develop/Review indicators of the Capacity Development and Resource Mobilization plan of NBSAP and incorporate them into the overall M & E of NBSAP implementation
NBSAP Dashboard
§ Develop and deploy an interactive, web-based dashboard for real time progress input, tracking and report generation.
§ Review and align with NSB data collection and system standards as appropriate.
§ Align with Gov Tech security requirements and protocols. (will be subject to Gov tech approval and directions)
§ Prototype and test the dashboard with stakeholders before finalization.
§ Provide capacity building for relevant M&E focal points and dashboard users.
§ Provide support for bug fixes and security issues till the system gets approved and hosted in the Government data center.
Provide maintenance support for the dashboard system for at least six months.Please indicate whether you intend to submit a bid by creating a draft response without submitting directly in the system.
