Introduction

With support from UNCDF, the Cook Islands Police Service has completed a feasibility study to digitalize the Police Driving Licensing process. The study broadly recommends the development of a digital system for processing and issuing police driving licenses, the integration of digital payment options, and improvements to operational efficiency.

The proposed digital platform must be accessible to both international visitors and residents across the Cook Islands, including those in Pa Enua. Ensuring robust data security and privacy measures will be critical to safeguarding applicants’ personal information and maintaining public trust in the digital licensing process.

To meet these requirements, the selected technology contractor will need to design a platform that is user-friendly, culturally sensitive, and fully compliant with the relevant regulations and standards of the Cook Islands.
