Scope of work:

The National Consultant is expected to work with the NPAP Manager who is an NPAP secretariat and UNDP project team, and provide technical assistance to deliver the following tasks:

 

Task 1: Develop NPAP Communication Strategy and Communication Plan:

 

·       Develop the NPAP communication strategy and communication plan.

 

Task 2: Execute NPAP Communication Strategy and Plan:

 

·       Lead NPAP communication across various platforms including social media, blogs, local media, the Toplink platform, an internal tool for communication of GPAP, and the GPAP website, in close collaboration with the GPAP secretariat.

·       Update key communications and marketing materials such as NPAP overview factsheets, factsheets, newsletters, and FAQs required for NPAP initiatives.

·       Ensure a strong visual and branded identity coherent with GPAP global communications strategy and appropriately adapted to the Lao PDR context.

·       Ensure a vibrant online presence across key (social) media platforms relevant to plastics action, sustainable development, innovation, and gender equality appropriate for various local, national, regional, and international audiences.

·       Coordinate closely with communications and public engagement counterparts at GPAP and the World Economic Forum to highlight national updates to the global plastic action community.

·       Develop and regularly update database of member institutions and their key representatives.

·       Widely circulate periodic newsletter curating plastic action across Lao PDR that serves as a primary source of information for the Lao PDR plastic action community.

·       Support the secretariat to ensure active engagement from the private sector and non-governmental players to build a wider NPAP community that supports the National Action Roadmap and collaborates to implement the identified priority actions.

·       Support the secretariat in identifying opportunities to accelerate action for a new plastic circular economy.

·       Coordinate with and support NPAP action groups to raise visibility.

·       Support the NPAP Manager in facilitating and organizing all NPAP activities and lead the recruitment of potential NPAP partners from the country in coordination with the GPAP Secretariat.

·       Support NPAP members and curate NPAP Community, including on Toplink:

o   Support facilitation of the Lao PDR NPAP governance meetings, including proposing the agenda and work plans for discussion, convening and moderating meetings and calls.

o   Support management of the Lao PDR NPAP spaces on the GPAP Digital Collaboration Platform (Toplink) and coordinate the input of regional activities in the GPAP Annual Report.

o   Contribute to the preparation and execution of the national and global communication activities of GPAP.

 

Task 3: Facilitate National Governance and Stakeholders Engagement:

 

·       Facilitate the engagement of stakeholders and partners in performing the roles and responsibilities with guidance of the NPAP Manager and NPAP Co-chairs and the GPAP Secretariat.

·       Produce progress and impact reports monthly (delivery progress, relationship management and impact reporting) via Airtabkle, an internal tool for communication, to GPAP Secretariat at the WEF.

·       Ensure regular communication between the host organization, UNDP and the GPAP Secretariat to help create visibility over key activities and outcomes, as well as to provide guidance and support in times of key events and milestone activities.

·       Facilitate the Lao PDR NPAP governance meetings, coordinating work streams and implementation activities:

o   Under the guidance of the NPAP Manager, support the preparation of the Lao PDR NPAP Leadership Board and Taskforce Meetings. Preparation includes logistics, event programming, and selection and on-site management of subcontractors and service providers for the professional execution of the event.

o   Take leadership for organising and delivering workshops that help bring together organisations focusing on mitigating plastic pollution from private and public organisations that can help share best practices, focus on specific strategic issues and initiatives and to catalyse change while scaling and replicating positive examples and best-in-class models.

o   Additional activities may be proposed during each planning year (e.g.to gain benefit from key engagement and communication opportunities)

·       Contributes to research and evaluation:

o   Collaborate in developing reports, and/or issue briefs for relevant stakeholders on ocean plastic pollution.

o   Synthesize lessons learned and experiences, publishing findings in reports, issue brief.

o   Review existing literature, studies, news, and events related to ocean plastics pollution.
