Description of the Assignment: Recruitment of a National Individual Consultant to support the Portfolio Design Process focusing on the Transformational Governance Thematic Area

1. Background
The United Nations Development Programme (UNDP) in Rwanda has developed its Country Programme Document (CPD), which was approved by the Executive Board in January 2025. The CPD is fully aligned with Rwanda’s National Strategy for Transformation (NST2) and the United Nations Sustainable Development Cooperation Framework (UNSDCF).
To implement the Country Programme, UNDP Rwanda is adopting a portfolio-based approach to programming. This approach aims to ensure more coherent, agile, and integrated interventions that enhance the impact and effectiveness of UNDP’s support for sustainable development. It emphasizes the use of digital tools, real-time data, and cross-sector coordination to link national policy ambitions with scalable, community-level action.
A single integrated portfolio is being developed to consolidate UNDP’s work across the two main CPD pillars: (1) Transformational Governance and (2) Environment and Economic Transformation. This integrated portfolio will serve as the foundation for delivering joined-up solutions and mobilizing partnerships and financing aligned with national development priorities.
The Transformational Governance component of the CPD focuses on strengthening accountable, transparent, and inclusive institutions at both national and sub-national levels. It prioritizes citizen engagement, access to justice, the protection and promotion of human rights, and the consolidation of peace and security. The CPD outlines a broad set of interventions aimed at enhancing civic participation, building institutional capacities, reducing case backlogs in the justice system, expanding digital governance platforms, and strengthening oversight and anti-corruption mechanisms.
In this context, UNDP is seeking a national consultant to develop the Transformational Governance thematic area in the portfolio document in compliance with the UNDP guidelines on portfolio development.
2. Objectives:
- Lead the development of the transformational governance component of the portfolio, drawing on a comprehensive desk review, stakeholder consultations, and the portfolio approach to surface key governance challenges, opportunities, and potential entry points for systems-level transformation.
- Collaborate closely with consultants from other thematic areas, UNDP Country Offices, and regional experts to ensure that governance insights and interventions are meaningfully integrated into the broader portfolio, reflecting the interconnections across thematic priorities.
