B. Project Description


Since 2014, The United Nations Development Program through its Biodiversity Finance Initiative (BIOFIN) Project, has been supporting the Philippine Government in articulating the financial resources it needs to maintain a healthy biodiversity portfolio in-country. In particular, BIOFIN in collaboration with the Department of Environment and Natural Resources - Biodiversity Management Bureau (DENR-BMB) has conducted the following assessments:  1) Policy and Institutional Review (PIR); 2) Public and Private Biodiversity Expenditure Review (PPBER); 3) Assessment of financial needs (cost and gap analysis of implementing Philippine Biodiversity Strategy and Action Plan (PBSAP).  These assessments significantly contributed to the development of a Biodiversity Finance Plan. 


Based on insights gained from the results of the three BIOFIN assessments, the finance plan acknowledges the importance of tapping additional financing to support the biodiversity agenda of the Philippines, mainly through its Philippine Biodiversity Strategy and Action Plan (PBSAP). This Plan is cognizant of the parallel challenges that could not be addressed by generating financing alone: thus, the Plan transcends the focus on generating additional resources and also identifies a range of “finance solutions” that leverage finance, fiscal and economic tools and strategies to improve the outcome of biodiversity objectives in the country. Financing solutions include a range of transformative actions: generating more financing to fund the PBSAP or associated planning documents; appropriate attribution of biodiversity expenditures in the budget; attaining cost effective budget execution by eradicating overlaps in biodiversity functions; eradicating expenditures that continue to or aggravate dissipation of biodiversity resources; and paving the groundwork for a responsive policy environment through greater awareness on biodiversity and biodiversity financing and enhancing institutional support towards monitoring of PBSAP. 


By virtue of RA 11292 or the Seal of Good Local Governance (SGLG) Act, the Seal is an institutionalized award, incentive, honor and recognition-based program that aims to boost LGUs’ commitment to continuously progress and improve their performance along 10 governance areas. One of these governance areas is Environmental Management of which there is only 1 indicator – solid waste management. A cash incentive of PhP7M or USD125,000 is given to winning cities and PhP5M or USD89,000 to winning municipalities. There are 81 provinces, 145 cities and 1,489 municipalities in the Philippines.  The finance solution aims to include biodiversity relevant parameters in the assessment system – thereby providing an incentive to LGUs to include such programs resulting in a budgetary allocation for biodiversity programs and their efficient implementation. A Technical Working Group on the SGLG has been created within the BMB to ensure the implementation of this finance solution.


C. Scope of Work


The main objective of this assignment is to develop a 10-minute video featuring the 3 biodiversity indicators in at least 2kresolution quality with two versions – Filipino voiceover and English voiceover with subtitles.


The Consultant under the supervision of the Project Manager and Information Specialist will: 

a) Prepare design plan, concept and layout for motion graphic video based on the needs of the SGLG TWG; 

b) Design and create enticing motion graphics showing the following: 

Definition of wetlands, parks and green spaces and wildlife resources conservation and protection in the country and relevant laws and policies that govern them

Benefits (economic, ecological, social, public health and safety, etc.) to local government units (LGU) from wetlands, parks and green spaces and wildlife resources conservation and protection

Roles of LGUs in their conservation and protection

Tools/mechanisms that LGUs can use for their conservation and protection

c) Design and create appropriate storyboard and script in consultation with the BMB SGLG TWG;

d) Create and deliver motion graphics in various media including web, mobile, etc.

e) Work with the BMB SGLG TWG to understand project scope and objectives.

f) Select appropriate audio and video clips, sound effects, photographs, colors, illustrations and animation as well as provide a professional voiceover for the motion graphic video in consultation with SGLG TWG.

g) Work with BMB SGLG TWG to resolve technical and/or design issues.

h) Provide professional editing of raw video footage and add effects/elements to enhance motion graphics as needed.

i) Research and analyze best design techniques and solutions to create motion graphics.

j) Maintain up-to-date knowledge about latest graphic design techniques.

k) Ensure compliance with UNDP guidelines, deadlines and design standards.

l) Submit report/s as may be required by UNDP and SGLG TWG

m) Attend relevant project meetings and workshops/exercises.


Qualifications:


Education

At least a bachelor's degree in development communication, Mass Communication, Broadcast, Film or other related fields

Experience
At least 5 years’ experience motion graphic design  
Has developed at least 2 videos on biodiversity conservation and/or related fields as indicated in portfolio/CV with link of the videos.

 

Period of assignment/services: The consultant is expected to render a total of 60 person-days spread over 6 months.
