Introduction
The United Nations Development Programme (UNDP), through its Rule of Law Programme in Pakistan, works to strengthen security and justice sector governance while ensuring equitable access to justice, particularly for women and marginalized groups in Khyber Pakhtunkhwa (including the merged districts), Balochistan, Gilgit-Baltistan, and the Islamabad Capital Territory. Building on its global mandate and extensive experience, UNDP adopts a comprehensive approach that combines institutional reforms, policy development, capacity building, and community empowerment to promote inclusive, responsive, and accountable justice systems. To monitor progress and inform future interventions, UNDP will conduct the 2025 Public Perception Tracker Survey in 12 target districts across Khyber Pakhtunkhwa and Balochistan. The survey aims to capture current public views on safety, security, and justice, assess changes since the 2023 baseline, and generate actionable insights to guide programme planning and strengthen citizen trust in justice and security institutions.
