Introduction
Invitation to Submit an Offer for an Individual Contractor To enhance climate resilience of at-risk communities through inclusive, gender-responsive and locally driven capacity building and coaching and network strengthening. (Papa New Guinea)
The UNDP Papua New Guinea Country Office, seeks a qualified individual to support the delivery of: i) capacity-building and awareness raising activities for at-risk communities aimed at preventing, mitigating, and addressing the compounding impacts of climate change, natural disasters, conflict, and gender-specific dynamics; ii) coaching sessions to assist targeted communities in designing initiatives that address climate change and disaster risks while strengthening climate resilience by improving local access to economic livelihood opportunities; iii) facilitation of networking and exchanges among the communities being capacitated.
The consultant will be required to undertake the following specific tasks:
Rapid Needs Assessment and Methodology Adaptation
- Conduct a rapid needs assessment in the targeted communities to identify capacity gaps and priority skills for community-led climate adaptation and risk reduction.
- Adapt and enhance tools and methodologies for capacity building, coaching, and dialogue facilitation, based on GPYI Phase I materials and lessons learned. These adaptations will directly inform the design and content of subsequent community interventions and forums.
Capacity Building and Awareness-Raising
- Design and facilitate collective capacity-building and awareness-raising activities for at-risk communities, guided by the needs assessment findings. Focus areas include climate change, disaster risk reduction, conflict prevention and resolution, and inclusive leadership and governance.
Coaching and Local Initiative Development
- Provide individual and/or group coaching to at-risk community members to support the design of locally led initiatives. These initiatives will aim at addressing identified climate and disaster risks while strengthening resilience through improved livelihood opportunities.
Community Dialogues and Networking
- Design and facilitate one intra- and inter-provincial community forum/dialogue, ensuring alignment with the needs assessment findings and adapted methodologies. The forums will serve as inclusive civic spaces to share ideas around local initiatives, foster peer learning, and strengthen community networks—particularly among women and youth—for climate adaptation and disaster risk reduction.
Period of assignment/services (if applicable): 40 days over the months between 1 September 2025 and end of November 2025
