UNDP Bhutan is seeking proposals from the qualified, and experienced consulting firms for the update of the Low Emission Development Strategy for industries in Preparation for Bhutan’s NDC 3.0 and enhanced strategies, systems and in-country capacities to achieve its climate objectives and targets.

The objective of the assignment will be as follows:

The primary objective of this assignment is to update the LEDS for Industries through systematic stock take of the LEDS 2021, formulating implementation strategies supported by climate technology transfer and mobilizing investments from public and private sectors.

The key tasks of this assignment are as elaborated below:

The Consulting firm will undertake the following tasks:

1. Prepare the Inception report outlining approach, methodology and timeline. The methodology of work should include comprehensive details of the following:

·     Review of key national climate, industry and planning documents (NDCs, Industrial Development Roadmap of Bhutan, NAP, BTR, LEDS, LTS, 13FYP, 10x 21st Century Economic Roadmap, etc.)

·     Survey and meetings conducted.

·     Consultations with all the key stakeholders.

·     Techniques and approaches used for projection of future GHG emissions, data, information gathering, verification, and analysis.

·     Documentation of key processes, including but not limited to consultations, surveys, meetings, methodologies used in projections/analyses/calculations, data used, quality assurance and quality control.

2. Conduct Baseline Assessment

·     Assess existing policies, regulations, and initiatives related to industrial emissions.

·     Conduct a comprehensive review of the industries’ contribution to GHG emissions through analysis of energy consumption patterns, fuel types, emission sources and air pollution scenario.

·     Assess existing policies, regulations, and initiatives related to industrial emissions.

·     Assess and analyze upcoming/pipeline projects to align with enhanced emission reduction ambitions, to facilitate relevant climate technology transfer and mobilizing investments from public and private sectors.

·    Develop financing strategy with clear emphasis on blended finance, leveraging on Green Finance Taxonomy, private sector engagement to promote private sector led growth. Specify how Carbon market could be an additional innovative financing tool for the LEDS implementation.

3. Technology and Practice Mapping

·     Identify low-emission technologies and best practices applicable to Bhutan’s industries. Evaluate the feasibility, cost-effectiveness, socio-economic implications (e.g. reduction of air pollution) and scalability of these technologies. Analyze readiness for adoption of pollution control technologies.

·     Coordinate with the International and national experts fielded by the Climate and Clean Air Coalition (CCAC) to integrate management of Short-Lived Climate Pollutants (SLCPs) into the NDC 3.0.

4. Stakeholder Consultation

·     Organize workshops and consultations with relevant stakeholders, including government agencies, industry representatives, and civil society.

·     Incorporate stakeholder feedback into the LEDS.

5. Strategy Development

·     Develop a detailed LEDS for the industries with clear implementation plan on short, medium, and long-term basis with clear actions.

·     Align the strategy with Bhutan’s NDC targets and broader sustainable development goals (including but not limited to updated LTS, National communications and other international commitments, 13FYP and 21st Century 10x Economic Roadmap), ensuring no decrease in ambition or backsliding.

·     Develop Roadmap and financing strategy to implement the LEDS, including recommendations for institutional arrangements. The roadmap should be gender responsive and ensure that the actions/projects/programmes for the sector is cognizant of the concerns of women, girls and vulnerable people.

6. Policy and Regulatory Framework

·     Propose policies, incentives, and regulatory measures to support the adoption of low-emission practices.

·     Specify energy auditing requirements to showcase how technology switch over such as fossil-fired boilers to electric boilers in industries would help reduce both emission and energy consumption.

·     Address barriers to implementation, such as financing, technology transfer, and capacity gaps including potential negative socio- economic impacts (on different groups), and measures to mitigate those risks.

 7. Capacity Building and Awareness

·     Design and conduct training programs and awareness for industry task teams and key stakeholders on methodology used for GHG emission calculations, reductions etc.

·     Develop guidelines and toolkits for implementing low-emission practices, and train stakeholders on use.

·     Conduct a minimum of 5 days long training on GHG modeling and emission scenario building to around 30 participants from key sectors.

Note: The costs of workshop will be borne by UNDP.

8. Monitoring and Evaluation

·     Review existing reporting mechanisms and establish a framework for Monitoring, Reporting, and Verification (MRV) for emission reductions.

·     Define robust indicators and milestones for tracking progress. Define both quantifiable and non-quantifiable indicators for sound tracking.

·     Provide recommendations for alignment with existing/pipeline sectoral and central MRV systems.
