Introduction

UNDP Bhutan seeks proposals from experienced and qualified consulting firms for the updating of Low Emission Development Strategy for Agrifood sector in preparation of of Bhutan’s NDC 3.0 and enhanced strategies, systems and in-country capacities to achieve its climate objectives and targets.

Below are the brief scope and objectives of the assignment, however, you are encouraged to refer to the Terms of Reference for more details.

 

The scope of this assignment entails updating the LEDS for Agrifood sector through systematic stock take of the LEDS 2021, formulating implementation strategies supported by climate technology transfer and mobilizing investments from public and private sectors.

The key tasks of this assignment are as elaborated below:

1.       Stock Taking: through extensive review of existing policy documents on agrifood, databases, datasets, published and unpublished papers and institutional reports.

2.      Consultations and validation: conduct focused consultations with agrifood sector experts within the Ministry of Agriculture and Livestock (MoAL) following an inclusive and participatory approach.

3.      Gap analysis: analyze the implementation of the priorities identified in LEDS 2021 with clear information on resources mobilized and investments made.

  1. GHG modeling and emission scenario building: conduct a detailed analysis of current and projected emissions from the agrifood sector, identifying key sources and drivers based on the emission trend. The analysis should clearly provide an overview of the best possible case to the worst- case scenario considering SSP1: Sustainability (Taking the Green Road), SSP2: Dynamics as Usual (Middle of the Road) and SSP3: Regional Rivalry (A Rocky Road).
  2. Visioning in line with plans/policies/programs: develop a compelling long-term vision for a sustainable, low-emission, and resilient agriculture system by 2050, considering climate change impacts and adaptation strategies. The vision should be aligned with the aspiration of the LTS, National communications and any other international commitments, 10X economy, 13th Five Year Plan and 21st Century Economic Roadmap of the Royal Government of Bhutan.
  3. Recommendations and implementation plan: develop a robust resource mobilization plan with a set of recommendations and implementation plan with financing strategies, clear identification of finances required and potential emission reduction. The resource mobilization plan should point out possible funding windows for each action identified in the LEDS- Agrifood sector.
  4. Monitoring, Reporting and Verification (MRV) system: Design relevant indicators for the Agrifood sector through a participatory approach for tracking the implementation of the LEDS for the agrifood sectors. This MRV system must align with existing systems and augment it.
  5. Integrate gender analysis into the LEDS update process by identifying gender-differentiated climate impacts, roles, and capacities within the context of agrifood sector. Ensure that proposed strategies and actions are gender-responsive and promote gender equality.
