UNDP through UNDP Rwanda and the UNDP Africa Sustainable Finance Hub (ASFH), in envisaged partnership with the Kigali International Financial Center (KIFC), aims to support the development of the Rwandan affordable housing market via the Increased Mortgage Issuance through Insurance-Backed Risk Sharing initiative.
A comprehensive mortgage insurance framework is to be developed in partnership with national banks, pension providers and insurers to increase homeownership. Therefore, UNDP is seeking the servicesof a consultancy firm through an international competition to assess the technical, financial, and legal feasibility of a three-tiered mortgage insurance framework, learning from prior experiences in Rwanda and in similar socio-economic contexts. The scope will include risk modelling, product structuring, and institutional coordination to support the uptake of affordable housing finance
