Introduction :

 

SCOPE OF TENDER:

The appointment of a Small Grant Fund Management Firm to provide administrative management and research expertise in the hosting, management, determine baseline conditions for the grant areas, measure impact, and close-off’, a honeybush sector small grant, as part of the UNDP/GEF 6 project, for a seventeen (17) month period.

In completing the work, the appointed firm will at a minimum required to complete the following:

                                 I.            Establish and manage a Technical Advisory Group (TAG) comprising of relevant sector experts:

·  The purpose of the TAG is to guide and manage the project over the period of 17 months. More specifically, the TAG will confirm the baseline conditions in the selected study areas, the scope of the grants, the stakeholders to be targeted and adjudicate the grant applications received from the targeted stakeholders.

·  Prepare and present a pack of recommended grant beneficiaries to the TAG for consideration;

·  Provide progress reports on the management of the Fund to TAG meetings for the duration of the assignment.

                               II.            Host, manage and close the Honeybush Small Grant Fund:

·  Develop guidelines for the administration of the small Grant;

·  Host the Honeybush Small Grant by implementing the approved guidelines for the administration of the small Grant;

·  Prepare and implement a stakeholder awareness campaign to the Honeybush sector regarding the small grant funding window;

·  Provide support to applicants with the preparation of applications for the small grant finance;

·  Develop a small grant close-off report.

iii.        Collect, transport impact of the Fund by also completing baseline determination study. The purpose of the baseline determination study is to determine the baseline conditions of the selected study areas i.e., the Eastern and Western Cape where honey bush can be grown and therefore inform the scope of the grant. The study/ies will provide clarity on the following:

·            The area available for cultivation.

·            The land tenure arrangements.

·            Analysis of targeted stakeholders.

·            Land capability.

·            Environmental and social risks.

iv.                 Provide logistical coordination (venue and catering financed by the UNDP/GEF 6 project) and secretariat functions for all meetings convened for the assignment.

v.                   Allow for the review and input to reports produced during the assignment.
