Introduction
Sri Lanka is Party to Stockholm and Minamata Conventions and, thus has international legal obligations to control, reduce, and eliminate the use of substances controlled by the above two conventions. Sri Lanka's chemical sector is undergoing rapid expansion, with a focus on importation and blending of chemicals for agricultural, industrial, and laboratory applications. In this context, the Ministry of Environment (MoE) and UNDP Sri Lanka, together with the Ministry of Health (MoH), Ministry of Agriculture (MoA) and Ministry of Education (MoEdu) are implementing a Global Environment Facility (GEF) funded project on “Integrated Management and Environmentally Sound Disposal of POPs Pesticides in the Agriculture Sector and Mercury and Waste in the Healthcare Sector in Sri Lanka.”.
The Project aims to improve the regulatory framework, strengthen national capacities in agricultural chemicals and mercury management, and support the transformation of healthcare waste management.
In this context, the project seeks to engage a service provider with a team of qualified experts to:
(a) Provide comprehensive advisory support in training and capacity development
(b) Conduct training needs assessments and develop training modules and capacity building programs aligned with project outcomes.
The overall objective of this assignment is to provide advisory services to support design and development of comprehensive trainings and capacity building programmes on chemical and waste management. This includes creating structured tools and materials to address gaps in existing knowledge resources, training content, and awareness initiatives for chemical and waste management stakeholders. This will include a comprehensive capacity building strategy that aligns with the overarching goals of the project.
