Introduction

Country: Vietnam

Description of the Assignment: 01 National Consultant to conduct a Mid-Term Review (MTR) of the Korea - Viet Nam Peace Village Project (KVPVP)

Period of assignment/services: September to November 2025 (35 days)

The Korea–Viet Nam Peace Village Project (KVPVP) supports Viet Nam’s national priorities on mine action, rural development, disability inclusion, and disaster risk management, while contributing to SDGs 1, 3, 5, 11, and 16. It is also aligned with UNDP’s Strategic Plan (2022–2025) and the UN Mine Action Strategy (2019–2023). Anchored in national ownership, risk-informed planning, and inclusive development, KVPVP focuses on EO-affected communities and supports Viet Nam in addressing the long-term impacts of landmines and EO contamination. The project aligns with key national frameworks, including the National Mine Action Programme (Decision 504/QĐ-TTg), Decree No.18/2019/ND-CP and Circular 195/2019/TT-BQP guiding the management and implementation of mine action, which guides clearance, risk education, victim assistance, and data management.

As the project reaches its midpoint, a Mid-Term Review (MTR) will be undertaken to assess progress, achievements, challenges, and alignment with intended outcomes. UNDP is recruiting one international and one national consultant to conduct the MTR. This TOR pertains to the recruitment of the national consultant.
