Procurement and Installation of Training Equipment for Counterfeiting and Forgery Lab, Technical School, MOI, Tripoli, Libya

 

  1. PROJECT BACKGROUND

 

Strengthening the Rule of Law in Libya is contributing to peace, stability, and an inclusive social contract for Libya. The project design is based on extensive learning, research, and consultations with a wide array of stakeholders in Libya. With targeted, country-wide activities, UNDP will contribute to increasing access to justice for all living in Libya.

The project will:

 

  1. continue to enhance the capacities of institutions to deliver justice services.
  2. partner with local government actors to strengthen justice and fight impunity at the community/municipal level.
  3. support CSOs and universities in service delivery.

 

The project is aligned to UNDP's new country program and has an estimated budget of USD 20 million. Investing into long-term partnerships and robust monitoring and evaluation will ensure sustainable results, prioritization of those most in need, and value for money.

 

    1. Project description

 

The project aims to supply and install training equipment for the Technical School of the Ministry of Interior (MOI) in Tripoli, Libya. The equipment will be installed in a newly established Training Laboratory focused on Counterfeiting and Forgery, located within the Technical School in the Khallat El Forjan area. The laboratory covers an area of approximately 120 square meters.

All the staff of the Ministry of Interior (MOI), Ministry of Justice (MOJ) and Attorney General.

The building is in Khalit Elforjan main road: (32°47'49.3"N 13°13'32.6"E Tripoli)

 

  1. Works brief

 

The project aims to supply training equipment. Below is the important and summary of the required works, for more details refer to BOQ, the work shall include but not limited to the following:

 

 

A. Chemical Solutions for Document Testing

  • Iodine Solution (2–5%) – For erased text detection; 1L with MSDS.
  • Acetone (99%) – For dissolving adhesives/inks; 1L with MSDS.
  • Ethanol (95–99%) – For cleaning and ink testing; 1L with MSDS.
  • UV Fluorescent Solution – For simulating security features; 1L with safety data.

B. Training Materials

  • Simulation Document Set – 20+ forged/authentic-style documents with 5+ forgery techniques and security features.
  • Authentic & Counterfeit Banknotes – 10 genuine and 10 counterfeit (USD/EUR), invalidated.
  • Forgery Ink Samples – 5+ ink types in secure containers.
  • Security Paper Samples – 5+ types (cotton, polymer, fiber-infused).
  • Holographic Samples – Genuine/simulated holograms with light-reactive features.

C. Forensic Testing Equipment

  • Ink & Paper Forensic Testing Kit – Compact station with reagents, tools, instructions, and 1-year warranty.

D. IT Equipment

  • All-in-One Desktop Computer (Dell OptiPlex 7410)
    • Intel Core i7-13700, 16GB DDR5 RAM, 512GB SSD
    • 23.8” FHD Touchscreen, Windows 11 Pro
    • Includes keyboard, mouse, Wi-Fi 6E, Bluetooth 5.3

E. Optical and Lighting Tools

  • High-Precision Optical Loupe – 5x–10x magnification, LED, ergonomic, 1-year warranty.
  • Magnifying Glass (Forensic Lens) – 10x–30x magnification, LED, lightweight, 1-year warranty.
  • Digital Microscope – 50x–1000x magnification, USB/HDMI, LED, adjustable stage, 1-year warranty.
  • Oblique and Coaxial Lighting Tool – Adjustable LED, includes 2 test samples, 1-year warranty.

F. Light-Based Document Verification

  • UV Document Verification Lamp – 365–395 nm, dual UV, includes 3 UV-reactive samples, eye protection, 1-year warranty.
  • IR Document Examination Lamp – 700–1000 nm, multi-spectral, includes 2 IR-visible samples, 1-year warranty.
  • Watermark Detection Lamp – Adjustable intensity, desktop use, 1-year warranty.
  • Security Thread Detector – Multi-spectrum scanning, includes 2 training documents, 1-year warranty.

 

G. Measurement and Detection Devices

  • Digital Micrometer – 0.001–0.01 mm accuracy, LCD, includes calibration and reference sheet, 1-year warranty.
  • Magnetic Ink Detector – 50–100 µT sensitivity, handheld, includes magnetic ink sample, 1-year warranty.

H. Specialized Inspection Aids

  • MRZ and Biometric Measurement Templates – Transparent rulers for ICAO-compliant layout checks, includes 2 templates, 1-year warranty.
  • Optical Filters (Red, Green, Polarized) – For inspecting holograms and OVIs, includes 1 relevant document, 1-year warranty.

The estimated duration of the project is 75 calendar days from the purchase order date.
