Scope of Work 

Supply and Installation of Counterfeiting, Forgery, and Ballistics Examination

Laboratory Equipment – JERC, Ministry of Justice, Tripoli, Libya.

 

1. PROJECT BACKGROUND

Strengthening the Rule of Law in Libya is contributing to peace, stability, and an inclusive social

contract for Libya. The project design is based on extensive learning, research, and

consultations with a wide array of stakeholders in Libya. With targeted, country-wide activities,

UNDP will contribute to increasing access to justice for all living in Libya.

The project will:

          I.            continue to enhance the capacities of institutions to deliver justice services.

        II.            Partner with local government actors to strengthen justice and fight impunity at the

               community/municipal level.

      III.             Support CSOs and universities in service delivery.

 The project is aligned to UNDP's new country program and has an estimated budget of USD 20

million. Investing into long-term partnerships and robust monitoring and evaluation will ensure

sustainable results, prioritization of those most in need, and value for money.

A.      Project description

The project aims to supply and install equipment for the counterfeiting and ballistic labs at

JERC, MOJ in Tripoli, Libya. The equipment will be installed in JERC HQ, located in Dahra,

Tripoli center.

B.      Beneficiaries

The staff of the Ministry of Justice (MOJ) and Judicial experts research center (JERC).

2. Location

3. Works brief

The project aims to supply equipment. Below is the important and summary of the required

works, for more details refer to BOQ, the work shall include but not limited to the following:

A. Forensic Testing Equipment

1.      VSC 6000

Video Spectral Comparator for document examination

2.      Optical Comparator FX8B

Optical fingerprint/document comparator.

3.      Ballistics Recovery Tank

Projectile recovery tank for firearms testing

4.       Stereo Microscope

High-quality stereo microscope with 10× to 60× magnification, LED or fiber optic

illumination, ergonomically adjustable stand, and high-resolution optics for forensic

examination.

5.       GSR Collection Kit (SEM)

Portable gunshot residue kit

6.       Trajectory Analysis Kit

Rod & laser-based trajectory analysis tool

7.       Magneto Speed V3 Ballistic Chronograph

Precision ballistic chronograph for accurate measurement of projectile velocities.

Suitable for firearms testing, forensic analysis, and research applications.

8.       Lab Radar Ballistic Doppler Radar (LAB-100)

Advanced Doppler radar system for precise velocity measurement and ballistic

tracking of projectiles. Suitable for forensic ballistic analysis and laboratory use.

9.       Forensic Borescope

High-resolution borescope for visual inspection of firearm barrels, internal

components, and other hard-to-access areas in forensic analysis and maintenance.

10.    Warranty

All equipment to be provided with a minimum 12-month warranty, including parts and

labor, as per standard manufacturer terms.

11.    Incoterms

DAP – JERC, Ministry of Justice, Tripoli, Libya

12.    Installation & Commissioning

Installation and functional testing of each device

Calibration and validation certificates where applicable

13.    Training of End-Users

On-site (preferred) or On-line training in Tripoli (minimum 2–3 days, depending on

complexity)

Training should cover:

a. Equipment operation

b. Routine maintenance

c. Safety precautions

d. Troubleshooting

4. DURATION OF THE PROJECT

The estimated duration of the project is 60 calendar days from the purchase order date.
