Introduction

RPF_015_2025_Firm to Procure and Install Pre-Selected Software and Deliver Hardware to One Door Service Centres (ODSCs) in Lao PDR.
Contract duration: 6 months
Location: Vientiane Capital, with domestic travel to project sites in Lao PDR

Scope of work:

The following tasks are foreseen under this contract:

Task 1: Procurement of Assorted Software & Keyboard Stickers (September / October 2025)

The contracted firm will procure software (245 MS Office Home and Business 2021 License Keys and Kaspersky Standard 2 Years) for installation on all-in-one PCs under the direction of the LEAP Project ICT Consultant. The ICT consultant will provide clear specifications on the software package required and will coordinate with the contracted firm to ensure that the software package meets the requirements of the LEAP Project. The contracted firm will also procure Lao-language keyboard stickers and correctly stick them on to each all-in-one PC. Finally, the company will procure and install Lao-language fonts on all PCs.

Task 2: Installation of Software (October 2025)

The contracted firm will install the purchased software on 245 all-in-one PCs and will ensure adherence to all compliance standards. The ICT consultant will again be on hand to support and verify the software installation.

Task 3: Storage of Hardware (September 2025 - February 2026)

The contracted firm will take receipt of a large quantity of IT hardware from a global supplier upon its arrival in Lao PDR. Upon delivery, the contracted firm will ensure its safe and secure storage in a location deemed suitable for the safe and secure storage of IT hardware. The vendor will ensure the secure storage for a duration of 6 months during which it will be responsible for its safekeeping.

Task 4: Packaging and Delivery of Hardware Bundles (November 2025 - February 2025)

The contracted firm, with guidance from the ICT consultant, will carefully assemble ODSC-specific packages of IT equipment to be sent to centres across Lao PDR. The vendor will then deliver the IT bundles to up to 85 respective ODSCs in coordination with the LEAP Project Team and the ODSCs themselves. The vendor will guarantee the safe and prompt delivery of this equipment in alignment with a pre-proposed schedule. The vendor will monitor and confirm each delivery. The vendor will be further subject to quality-assurance checks upon delivery to ensure that all the IT equipment arrives in excellent condition and free from defects.

Task 5: On-Site Setup, Connection, and Testing of Hardware Bundles (November 2025 - February 2025)

After delivery, the contracted firm will set up, connect, and test all IT equipment at each ODSC. This includes ensuring all hardware and software function properly. The process will be coordinated with the ICT Consultant, and a completion checklist will be submitted for each site. For issues related to hardware and software operations, ODSC staff will thereafter report issues to the original hardware vendor who will provide support via their local partners in Lao PDR. The vendor for this contract will not be responsible for such activities.
