Development of information system for the Protector of Human Rights

Introduction

The aim of this RFP is to engage an experienced service provider to prepare and conduct the design, development, testing, deployment and operationalization of a modern, secure and comprehensive information system for the Institution of the Protector of Human Rights and Freedoms of Montenegro, including upgrade and migration of data of existing system. This system will significantly enhance the institution’s capacity to effectively implement its mandate, in line with international human rights standards and national priorities.

The service provider will be responsible for delivering an integrated digital solution that addresses current institutional limitations and ensures secure, efficient, and transparent management of cases, data, and internal processes. The system will support advanced case tracking, statistical analysis, user access control, document management, and reporting functionalities, as well as Optical Character Recognition (OCR) for improved accessibility of scanned documents.

In particular, the service provider will:

·       Design and develop a user-friendly web-based information system accessible through the local network, aligned with the institution’s workflows and data structures;

·       Ensure implementation of advanced search, filtering, sorting and cross-referencing functionalities;

·       Enable multi-level user access roles, reflecting institutional hierarchy and specific functional needs;

·       Develop log tracking: It is necessary to keep logs with the following data: data about the user who performed an action, the date and time of the action and other data

·       Develop modules for statistical reporting, monitoring of recommendations, and visualization of human rights trends;

·       Ensure functionalities for flagging of urgent or delayed cases, and generation of automated alerts and reminders;

·       Integrate OCR capabilities to enable the conversion of scanned documents into searchable and editable text;

·       Support the digitization and classification of all incoming documents into designated registries

·       Migrate existing data from the current system into the new structure, ensuring accuracy, security and integrity;

·       Establish automated daily backups and secure data storage in line with best practices;

·       Provide user training, technical documentation, and ongoing support during the initial operational phase.

The proposed system is expected to improve efficiency, accountability, and responsiveness of the Protector’s work. It will also contribute to more effective protection and promotion of human rights in Montenegro, especially for vulnerable and marginalized groups.
