DEVELOPMENT OF SIMPLIFIED ACCOUNTING AND REPORTING TOOL PREFERABLY USING ANY OF THE MICROSOFT PLATFORMS OR ANY OTHER INEXPENSIVE DATA BASE TOOL FOR USE BY THE MINISTRY OF AGRICULTURE IN THE SCRALA PROJECT AREA

Background:

The United Nations Development Programme (UNDP) is in the process of procuring a SIMPLIFIED ACCOUNTING AND REPORTING TOOL PREFERABLY USING ANY OF THE MICROSOFT PLATFORMS OR ANY OTHER INEXPENSIVE DATA BASE TOOL FOR USE BY THE MINISTRY OF AGRICULTURE IN THE SCRALA PROJECT AREA.

The simplified Accounting System will be for the Management of Financial Resources Received under the Harmonised Approach to Cash Transfers.

The Ministry of Agriculture through the support to the Government of Zambia by the United Nations Development Programme (UNDP) and Grant from Green Climate Fund, is undertaking a Project to Strengthen the resilience to climate change risks of the Vulnerable Smallholder Farmers in the
Country's Agro-Economic Regions I and II.  This Programme is targeting selected beneficiaries in 16 SCRALA Project Districts, and will run from 2018 to 2025.

Strengthening climate resilience in Agriculture (SCRALA) project airms to increase the resilience of smallholder farmers in Agro-Ecological Regions I and II in Zambia in view of climate change and variability.
The project makes targeted interventions to capitalise on opportunities to strengthen and promote viable climate-resilient value chains relating to smallholder agriculture in the target regions, specifically targeting value chains that are gender sensistive and provide viable economic opportubities for

The project implements activities through the Ministry Agriculture’s district offices and other responsible partners such as WARMA, ZMD, FAO and WFP where it makes disbursements to facilitate delivery. However, the districts have no accounting software that would create efficiency and reduce the risk of human error.
Therefore, there is urgent need to strengthen the capacity of the Ministry of Agriculture to implement the “Strengthening climate resilience of agricultural livelihoods in agro-ecological zones I & I (SCRALA)I” project in compliance with UNDP policy.

In that regard, The SCRALA project seeks to procure a developed simplified accounting and reporting tool preferably using any of the Microsoft platforms or any other inexpensive data base tool for use by the Ministry of Agriculture in the SCRALA Project area.

Currently,it is evident that the manual accounting system being used by the districts under the project and other implementing partners to account for and report on the usage of funding received from the United Nations Development Programme (UNDP) is associated with a lot of inadequacies in the Internal Control
Environment and lacks uniformity.

Therefore, developing a simplified Accounting Tool would eliminate or mitigate against most of these internal control deficiencies.
