Introduction

UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for the Development and Delivery of Information Dissemination and Capacity Building Courses on Guidelines, Investment Procedures, and Documentation for Participation in JETP Projects.

In December 2022, Viet Nam and the International Partners Group (IPG), a set of industrialized economies comprising the European Union, United Kingdom of Britain and Ireland, United States of America, Japan, Federal Republic of Germany, the French Republic, the Italian Republic, Canada, Kingdom of Denmark, and Kingdom of Norway agreed to a Political Declaration (PD) on establishing the Just Energy Transition Partnership (JETP)[1]. The landmark agreement recognizes the need to accelerate actions tied to the Paris Agreement (PA) by supporting “Viet Nam's low-emission and climate resilient development, as well as to support Viet Nam to accelerate the just transition and decarbonisation of the electricity system and develop new economic opportunities to support Viet Nam's transition towards net zero future”. These efforts entail the Government of Viet Nam, IPG, and Global Financial Alliance for Net Zero (GFANZ) working group members mobilizing at least $7.75 bn of public sector finance and $7.75 bn in private finance over the next 3 to 5 years. JETP represents both a long-term, ambitious partnership and a long-term legal framework for the low-carbon transition of Viet Nam’s economy.

The objectives of this Technical Assistance are designed to support the effective implementation of JETP in Vietnam by addressing key capacity, procedural, and policy-related gaps. Specifically, the TA seeks to achieve the following objectives:

1. Raise awareness and strengthen the capacity of private investors to understand and comply with JETP-related investment procedures, documentation requirements, E&S impact assessment requirements and regulatory frameworks in Vietnam.
2. Improve transparency and coordination in the JETP implementation process by promoting access to standardized guidelines and consistent interpretation of policies across sectors and provinces.
3. Support constructive policy dialogue between investors, line ministries, and subnational authorities to identify procedural bottlenecks and inform ongoing regulatory refinement.
4. Providing technical support to streamline administrative procedures to reduce barriers to JETP investments, and shorten the time required for project registration, reviewing and endorsement within the JETP framework.
