Introduction
The objective of this assignment is to conduct surveys, consultations and develop architectural and technical designs for disaster-resilient community shelters in Son La Province, with the aim of obtaining approval from the local authorities and ensuring the following:
- Multi-functionality: The shelters should serve both as everyday community spaces and as safe havens during disasters.
- Disaster and climate resilience: The design must withstand local hazards such as flash floods, landslides, and storms, and make use of local materials and knowledge.
- Cultural relevance and inclusion: Designs should reflect local architectural identity, traditions, and meet the needs of the community, particularly ethnic minorities, women, the elderly, and persons with disabilities.
- Technical compliance: Structures must comply with Vietnamese codes, international guidelines, specifically referring to the Japanese National Disaster Shelter Operation Guidelines and build on lessons from past projects in Viet Nam’s mountainous areas.
- Sustainable and integrated systems: Incorporate rooftop solar PV systems for critical loads and underground rainwater harvesting to support the shelter for 3 (Emergency period) to 7 days (Recovery period).
- Maintainability: Materials and finishes shall be weather-resistant, termite-proof, and environmentally sustainable, selected based on local availability and durability under the prevailing local climate.
