Description of the Assignment:  

The mid-term evaluation of the 2023 – 2027 CCPD, is included in the costed evaluation plan, annexed to the CCPD 2023-2027, and inserted in the Evaluation Research Centre (ERC). Taking into consideration the evaluation policies of the three agencies, the evaluation will be compliant with the UNDP policy, given that the Joint Office uses UNDP as its host agency. The main purpose of this evaluation is to enhance accountability and learning within the Joint Office to align initiatives on lessons learned from previous experiences.


  •  Accountability: the mid-term evaluation will provide evidence-based assessments to ensure accountability to both partners and intended communities14 by analyzing and reporting on the mid-term performance and results of the CCP, integrating gender, equity, and human rights. Therefore, it will provide evaluative insights into evidence-based strategic decisions about positioning the Joint Office in Cabo Verde, their strategic approaches and programmes, partnerships, operations design, and implementation.
  • Organizational learning: the evaluation will generate actionable insights by analyzing successes, challenges, and underlying factors, identifying lessons and best practices from the implementation of the CCP, assessing the added value of the Joint Office, strategic choices, and adaptability. It will provide evidence-based conclusions to inform strategic and operational decision-making processes concerning the second half of the CCP cycle.
The mid-term evaluation is carried out at this stage to measure systemic changes brought about by the outputs of various projects. The evaluation is also carried out to assess the implementation of the Program as a whole, with emphasis on the following aspects: (i) degree and level of integration of ongoing programs and initiatives in relation to the mandates and priorities of the three agencies; (ii) transformational level of ongoing programs and projects in relation to the living conditions of engaged communities, aiming to leave no one behind; (iii) to what extent the nature of the Joint Office's interventions, translated at a high and strategic level (upstream), allow the urgent and immediate needs of Cabo Verdeans to be met and generate impacts on improving people's living conditions.

The results of this mid-term evaluation will be used by stakeholders at national and local government levels, the UN, communities, civil society and Community-Based Organizations to realign directions and adjustments of initiatives to desired outcomes. In addition, lessons learned will also be capitalized on in the development of the next cycle of the common country programme and also feed into the development of the UNSDCF.
