Introduction
Background
The United Nations Development Programme (UNDP) is dedicated to advancing sustainable development in Angola by fostering innovation in agriculture, empowering youth, and leveraging digital technologies.
Angola has a young population, with an average age of approximately 16 years. About 65% of the population is under the age of 25, which reflects a high birth rate and a growing life expectancy. Although access to technology is growing rapidly across Africa, including Angola, youth still face significant challenges, including limited access to quality education and employment. However, there is great potential for development, with many young people seeking opportunities in areas such as technology and entrepreneurship.
Timbuktoo, led by UNDP, is Africa's most ambitious platform for innovation and entrepreneurship, with the aim of positioning the continent as a global hub for the knowledge economy. To this end, a network of youth-led strategic innovation hubs is being set up across the continent. These hubs focus on high-potential sectors such as AgriTech, EdTech, GreenTech, FinTech and HealthTech In Angola, the government and several organizations are working to improve access to technology, especially in rural areas. In this context, a Regional AgriTech Hub is being developed in Angola, aimed at becoming a pan-African center of excellence in sustainable agriculture, green technologies and rural entrepreneurship. This Hub will serve as a catalyst for a modern agricultural innovation ecosystem, focused on youth entrepreneurship, digital tools (including AI) and the transformation of value chains.
To inform the design, programming and positioning of the Hub, a strategic mapping of the national AgriTech ecosystem is needed. This exercise will provide input on existing initiatives in the public and private sectors, as well as with development agencies, identify key actors and initiatives, highlight existing synergies and gaps, and guide stakeholder engagement.

The evaluation method and evaluation criteria are described in Anexx 1 and 5 of the RFP document and will follow the structure of:
☒ Highest Combined Score (based on the 70% technical offer and 30% price weight distribution)
☒ Full acceptance of the UNDP Contract General Terms and Conditions (GTC). This is a mandatory criterion and cannot be deleted regardless of the nature of services required. Non-acceptance of the GTC may be grounds for rejecting the Request for Proposal.Technical Request for Proposal (70%)
