Introduction :

REQUEST FOR PROPOSAL

 


Conduct detailed topographic and bathymetry analysis for the coastal zone Digital Elevation Modelling (DEM) to enable dynamic modelling the effect of Sea Level Rise (SLR) on coastal zones and proceed on the shoreline change and vulnerability identification.

The project focuses on three thematic components.

Component 1: Generating sound scientific knowledge and access to information.

Component 2: Climate information internalized into coastal development policy and plans.

Component 3: Awareness and alternative, innovative activities to support adaptation in the coastal zone.

Through these components, the project will work towards the removal of those policies and any informational barriers that are preventing Sierra Leone, as a nation, to systematically manage coastal risks. This will contribute to the vulnerability reduction of both coastal communities and ecosystems and strengthen institutional capacity and adaptation planning.

UNDP is therefore seeking to recruit the services of a Consultancy firm to conduct detailed topographic and bathymetry analysis for the coastal zone to enable dynamic modelling the effect of SLR on coastal zones and proceed on to the shoreline change and vulnerability identification.

Objective of the assignment

Conduct detailed topographic and bathymetry analysis for the coastal zone (DEM) to enable dynamic modelling the effect of SLR on coastal zones and proceed on to the shoreline change and vulnerability identification.

Overall responsibilities:

The consultant is expected to carry out the assignment in accordance with the tasks specified below.

Specific tasks will include but not limited to:

·       Conduct a bathymetric survey of selected coastal areas.

·       Input new data into data base which will be delivered in the following forms:  classical analogue sheets and digital elevation model (DEM)

Data collection

The bathymetric data to be collected by the consulting entity should be in both analogue and digital form.

The consulting entity will collect available data in any form from various sources both within and outside the country.

The consulting entity will contact all competent authorities and explore modalities and conditions for the release of these data.

Conduct of the survey

·       The consulting entity shall provide a plan for the conduct of the survey.

·       provide baseline (base map) of the area to be surveyed.

·       conduct a bathymetric survey of the selected area.

·       input the new data into a data base.

·       provide copies of their manuscript in an appropriate scale contoured bathymetry (preferably   contoured at an interval of 10 meters).

·       provide all the cruise data in digital and in manuscript form

 

Data Presentation

·       A sparse pattern of numerical soundings shall be shown to indicate maximum and minimum (and other significant) depths, where known, over major undersea features in such a way as not to detract from the paramount objective of indicating sea floor relief by means of contours.

·       The exact position of all numerical soundings shown shall be indicated by a dot.  The depth shall be written as cartographically convenient against the dot using 1.5 mm sans-serif figures.  Where space does not permit the juxtaposition of the figures they may be offset and linked by a fine line to the dot placed in the exact position.

·       Actual data control will be shown as data representing discrete soundings or as lines representing continuously sounded traverses, possibly printed on the reverse side of the paper.  Areas of detailed surveys where sounding lines are closely spaced may be delineated using numbered boxes which are referenced in the margin.

·       Basic contours shall be at 10 m intervals.

·       The 20 m contour line and all contours at 100 m intervals shall be drawn using thick lines.

·       20, 30 and 100 m contours, as well as intermediate 100 m contours, if necessary, shall be drawn using thick lines

·       A colour change for the bathymetry shall be used at the following intervals: 0-20, 20-50, 50-100, 100-200, etc.

 Expected results/outcomes.

·       Classical analogue sheets produced.

·       Digital elevation model images developed and produced for the selected survey areas.

·       Printed paper charts produced.

·       Electronic chart (data base combine with management system) produced.

The consulting entity is further expected to:

·       Prepare a draft implementation plan.

·       Prepare and present a draft report on to stakeholders for validation.

·       Incorporate all comments and produce final report
