Introduction

UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for implementing the multi-hazard capacity building and response drills in schools in vulnerable and disaster-prone coastal provinces.

With 3,260 kilometres of coastline and two low-lying delta regions, Viet Nam is the nation that was thirteenth most impacted by climate change over the past two decades. Over the years, Viet Nam has suffered from many types of natural disasters, causing losses in terms of people, assets, infrastructure, adverse impacts on the living environment, production and business of the people. Over the past 20 years, natural disaster has been increasing and unpredictable, both in terms of scale and repeated cycle, especially strong typhoons, heavy rains, floods, cold weather, droughts, salt intrusion.   Approximately 50 million people are exposed annually to floods, storms, droughts, saltwater intrusion, and other disasters exacerbated by climate change, disrupting economic activities.

However, it is expected that Viet Nam will be affected by four to seven tropical storms annually in 2023 and beyond. In 2024 Viet Nam was severely affected by Typhoon Yagi, affecting 26 northern and north-central provinces, impacting over 3.6 million people, it is estimated the total damage from Typhoon Yagi at VND 36,388 billion (USD 1,491 million) with losses estimated at VND 43,074 billion (USD 1,765 million).  

Therefore, it is vital that local authorities, communities, and households in key coastal hotspots take preparedness actions to reduce damage, minimise impacts, avoid loss of life and avert a large-scale humanitarian crisis. Against these needs, UNDP is looking for a national consultant institute/firm to support for implementing the multi-hazard capacity building and response drills in schools in vulnerable and disaster-prone communes, which are Ngo May, Cat Tien and Hoai Nhon Dong communes of Gia Lai province. 

The objective of this service is to enhance the risk disaster preparedness and readiness capacity to against natural hazards for in vulnerable and disaster-prone communes of Gia Lai province through support UNDP and VDDMA in designing and organizing multi-hazard response drills in schools and by providing necessary equipment packages to enhance local disaster preparedness and resilience.

The expected number of beneficiaries in multi-hazard capacity building and response drills will be at least 2,400 pupils/students (1,224 girls and 1,176 boys), 240 teachers (122 women and 118 men), and 60 education managers (31 women and 29 men).

The Institution will need to work closely with UNDP, VDDMA for technical oversight and relevant agencies/stakeholders to complete all indicated tasks and ensure the achievement of the service’s objectives.
