Introduction

Introduction.

The United Nations Capital Development Fund (UNCDF) mobilizes capital to advance the Sustainable Development Goals (SDGs), particularly in Least Developed Countries, by delivering blended finance solutions and facilitating access to finance in high-risk settings. Using grants, loans, and guarantees, UNCDF partners with UN agencies, development institutions, and the private sector to support SDG-aligned projects across six priority areas, including local infrastructure, women's enterprises, and digital finance. In Ethiopia, with support from the Gates Foundation, UNCDF is implementing the CICO X Ethiopia initiative to strengthen digital payment systems for MSMEs.

UNCDF Ethiopia seeks to engage a service provider for the Integrated Digital Payment Expansion for Merchants through Innovative Solutions initiative. The provider should offer a digital and innovative product to support the expansion of digital payments among merchants. The selected service provider will deploy two innovative payment solutions, onboard at least 2,000 actively using merchants, and address key challenges in digital payment adoption. The scope includes conducting an initial assessment, piloting a simplified and incentivized payment acceptance model, delivering gender-intentional training and onboarding strategies, fostering interoperability across payment platforms, and establishing a robust monitoring system to track usage, performance, and gender-disaggregated data for continuous improvement.
