Post Title: Taskforce Consultant - Thailand
Project Name: Trafficking in Persons and Smuggling of Migrants Programme
Country of Assignment: Bangkok, Thailand (Travel within Thailand maybe required for the assignment and will be arranged by UNODC)
Duration of Assignment: Tentative 15 October 2025 – 31 December 2025 for maximum of 50 working days
The United Nations Office on Drugs and Crime (UNODC), as custodian of the UN Convention against Transnational Organized Crime and its Trafficking in Persons (TIP) Protocol, supports Member States in combating human trafficking and migrant smuggling. In Thailand, UNODC is assisting the Government in establishing a Specialized Cyber Scam and TIP for Forced Criminality Taskforce (CS-TIP FC Taskforce), led by the Royal Thai Police, to address trafficking victims forced into online scams and financial fraud in the region. Many victims trafficked into compounds in Myanmar, Cambodia, and Lao PDR, face coercion, violence, and threats, with limited protection upon escape. The consultant will draft Standard Operating Procedures (SOPs) to define the Taskforce’s mission, goals, and procedures, aligned with Thai law and international standards. Through consultations with national agencies, the consultant will ensure interagency ownership, guide victim rescue and protection, strengthen investigations, and identify capacity-building needs to enhance Thailand’s coordinated response.
