Just Energy Transition Partnership (JETP)
In December 2022, Vietnam and the International Partners Group (IPG) established the Just Energy Transition Partnership (JETP) through a Political Declaration aimed at supporting Vietnam's low-emission and climate-resilient development. This partnership seeks to mobilize at least $7.75 billion in public and private finance over the next 3 to 5 years to facilitate the decarbonization of Vietnam's electricity system and create new economic opportunities.
On August 31, 2023, the Prime Minister approved the JETP Implementation Plan, formalizing the structure and roles of various ministries in promoting renewable energy and energy efficiency. The JETP Implementation Secretariat was established on July 14, 2023, to coordinate resource mobilization and collaborate with the IPG.
The JETP Resource Mobilization Plan (RMP) was launched at COP28 in December 2023, outlining priority policy actions and investment projects. The RMP serves as a "living document" to adapt to evolving needs and opportunities in areas such as wind, solar, and energy efficiency. The 5th Session of the COP26 National Steering Committee, held on October 2, 2024, emphasized the need for mechanisms to prioritize green transformation and assigned the Ministry of Industry and Trade (MOIT) as the JETP Secretariat's Standing Agency. UNDP has been designated as the Secretariat Support Agency, providing administrative and technical support for project development in five priority areas, including Offshore Wind and Green Hydrogen.
Objective of the assignment:
The primary objective of the International expert is to provide high-level strategic, technically grounded, and internationally informed inputs and advice to strengthen the analytical outputs and deployment pathways concerning five JETP project categories: Offshore Wind (OSW), Green Hydrogen (GH2) and Power-to-X (PtX), Energy Storage Systems (ESS), Coal-Fired Power Plant Transition (CFPP) transition, and Energy Service Company (ESCO)-based integrated energy solutions for industrial parks. These efforts are expected to also contribute directly and indirectly to the initial development of some (potential) breakthrough projects supported by different thematic sub-WGs under the MOIT.
Specifically, the International Expert will serve as a strategic technical reviewer and contributor to the national expert assessments, providing inputs on technology aspects into Synthesis Reports, research reports, formulation of recommendations for further TA, model design, (pre-)feasibility studies, etc., as outlined in the scope of the five TORs (see also Annex 1-5). These inputs are expected to ensure that the proposed technology pathways are robust, context appropriate, and draw on relevant international experiences and comparative insights from emerging and advanced economies to help identify: i) deployment-ready technologies and system integration options (of VRE); ii) synergies across sectors and energy applications, and iii) strategic infrastructure and supply chain requirements for technology deployment; and iv) actionable, sector-specific recommendations for pilot project designs.
