Introduction
UNDP Bhutan seeks proposals from interested international consultants meeting the requirements for the consulting opportunity for Climate Policy Expert. The interested consultants are encouraged to follow the instructions and review the detailed terms of reference attached herewith.Under the overall guidance of the UNDP Resident Representative and direct supervision of the Deputy Resident Representative, the Climate Policy Specialist will work in close consultation with the Prime Minister’s Office (PMO) of Bhutan, the UNDP’s Environment and Livelihoods and Governance Portfolio Managers, and G-Zero Forum members. The specialist will carry out the following tasks:
Strategic Planning and Implementation:
· Develop and implement a strategic work plan covering policy engagement, institutional strengthening, communication, advocacy, climate financing, and resource mobilization for the G-Zero Forum.
· Leverage the expertise and resources of UNDP’s Global Policy Network (GPN) to enhance the effectiveness of these initiatives.
Technical Advisory and Coordination:
· Provide technical and advisory services on climate change mitigation, adaptation, and resilience.
· Support the development and review of NDC strategies to ensure they align with national priorities and the Paris Agreement.
· Coordinate with UNDP's global, regional, and country office colleagues to ensure cohesive support for the G-Zero Forum.
Partnership and Resource Mobilization:
· Identify and strengthen partnerships with multilateral organizations, financial institutions, the private sector, and research organizations.
· Co-design and develop project concepts and proposals for potential donors to support the Forum.
Forum Facilitation and Support:
· Support the PMO in facilitating discussions and dialogues among Forum members.
· Assist in organizing the Forum’s high-level events and stakeholder consultations.
· Upon request, support the operationalization of the Forum Secretariat.
In addition to the tasks specified herein, the consultant shall perform other duties as may be reasonably requested by the Country Office, aligned with the overall objectives of the assignment.
