Introduction

UNDP Viet Nam is seeking for 01 National institution / agency / education-based consulting firm / NGO focused on digital security to provide Consultations and Capacity development training for policymakers on digital security for youth, as described in this documentation.

DurationFrom September 2025 to 30 April 2026 

The overall objective of this collaboration is to support the design, testing, and dissemination of a modular online training course and accompanying handbook on youth digital security and personal data protection, targeting government policy makers and corporate decision-makers. The course is developed under the “Securing the Digital Space for Vietnamese Youth” program, jointly implemented by UNDP and UNFPA Viet Nam, with support from the UN Trust Fund for Human Security.

Specifically, the national firm will serve as a key national partner to:

• Co-organize two consultation workshops with relevant stakeholders (e.g. government agencies, private sector actors, youth representatives) to provide feedback and validation for the course design and content

• Coordinate two pilot training sessions, targeting public officials and corporate managers, to test and refine the learning experience of the course

• Support technical quality control and contextualization of the course content, especially in ensuring alignment with the upcoming Personal Data Protection Law (PDPL) and emerging digital risks relevant to Vietnamese youth

• Host and promote the finalized online course via a government-approved e-learning platform, ensuring access and usability for intended audiences

• Co-organize a launch event for the public rollout of the course and handbook, with participation from media, partners, and key stakeholders.

Women-owned companies are encouraged to bid. Preference will be given to equally technically qualified women-owned companies.
