Introduction

UNDP kindly requests your Proposal for the provision of Consultancy to develop monitoring protocols and a Central Biodiversity Monitoring System for Samoa MCO. 

The Consulting Firm will be responsible for expert and strategic technical support to the UNDP Samoa Multi-Country Office (MCO) in its capacity as the Project Implementing Partner, and the Government of Samoa, as the Project Senior Beneficiary, by delivering on key development, operationalization and capacity-building for biodiversity monitoring. Implementation of the scope of work will require physical presence (to be budgeted in the financial proposal) at the location for stakeholder consultations, including with Government of Samoa ministries, agencies and state-owned enterprises (including but not limited to the Ministry of Works, Transport and Infrastructure, Land and Transport Association, Electric Power Corporation, Ministry of Finance, Ministry of Natural Resources and Environment, Ministry of Education, Sports and Culture, Ministry of Agriculture and Fisheries, Ministry of Health, etc.), as well as non-governmental organizations, private sector and civil society. The process of data collection will include desk research, interviews, site visits and consultations, and will be presented in the form of comprehensive systems, database, manuals reports, and policy recommendations. A minimum of two missions to the location are foreseen: i) for inception, data collection and set-up of Central Biodiversity Monitoring Centre, and ii) for capacity building and on-site implementation and reporting.
