Description of the Assignment:
The Consultant will be responsible for:
•Assessing the current organizational structure, staffing, and governance of the CSC.
•Identifying gaps, inefficiencies, and opportunities for reform.
•Reviewing legislative mandates, policies, and governance frameworks.
•Facilitating consultations with CSC leadership, staff, and key stakeholders.
•Designing and proposing a revised structure and operational model aligned with the CSC Strategic Plan
•Clarifying the roles and relationships between the Commission and the Secretariat.
•Developing job descriptions aligned with the Commission’s mandate.
•Conducting benchmarking with similar public service commissions.
•Reviewing and recommending improvements to workflow processes.
•Facilitating change management workshops with the relevant stakeholders.
•Develop a roadmap for implementation, including change management and capacity-building components.
Period of assignment/services: 20 days over 1 month
