Introduction

Background

The United Nations Development Programme (UNDP) is dedicated to advancing sustainable development in Angola by fostering innovation in agriculture, empowering youth, and leveraging digital technologies.

By leveraging innovative digital technologies and promoting youth-led entrepreneurship, UNDP aims to drive a sustainable transformation of Angola’s agricultural sector, opening up meaningful opportunities for the country’s young population and positioning Angola as a regional leader in rural innovation and digital agriculture. These transformative tools also serve to channel resources toward critical development priorities such as gender equality, women’s empowerment, and inclusive economic growth.


Timbuktoo, led by UNDP, is Africa's most ambitious platform for innovation and entrepreneurship, with the aim of positioning the continent as a global hub for the knowledge economy. To this end, a network of youth-led strategic innovation hubs is being set up across the continent. These hubs focus on high-potential sectors such as AgriTech, EdTech, GreenTech, FinTech and HealthTech In Angola, the government and several organizations are working to improve access to technology, especially in rural areas. In this context, a Regional AgriTech Hub is being developed in Angola, aimed at becoming a pan-African center of excellence in sustainable agriculture, green technologies and rural entrepreneurship. This Hub will serve as a catalyst for a modern agricultural innovation ecosystem, focused on youth entrepreneurship, digital tools (including AI) and the transformation of value chains.


In this context, UNDP Angola seeks to engage a qualified consulting company to organize a high-impact Agritech Hackathon. The event will serve as a launchpad for emerging entrepreneurs and innovators, connecting them with expert mentors, investors, and public-private sector stakeholders. The Hackathon will also feed directly into the timbuktoo Innovation Ecosystem and create linkages with continental opportunities.

 The evaluation method and evaluation criteria are described in Anexx 1 and 5 of the RFP document and will follow the structure of:

☒ Highest Combined Score (based on the 70% technical offer and 30% price weight distribution)

☒ Full acceptance of the UNDP Contract General Terms and Conditions (GTC).  This is a mandatory criterion and cannot be deleted regardless of the nature of services required.  Non-acceptance of the GTC may be grounds for rejecting the Request for Proposal.
 

Technical Request for Proposal (70%)

☒ Proposer’s qualification, capacity and experience  [350 points]

☒ Proposed methodology, approach and implementation plan  [150 points]

☒ Management Structure and Qualification of Key Personnel [200 points]

 Financial Request for Proposal (30%)

To be computed as a ratio of the Request for Proposal’s offer to the lowest price among the Request for Proposals received by UNDP.

 The proposed VFM analysis will involve a comparison of the prices of the submitted Proposals to see if there are any major deviations. It will also involve comparing prices against indicative available budgets, as well as estimates from similar projects that the UNDP/GPSD has completed recently, and against current or past projects of similar specifications at the global level.
