Introduction
UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization to conduct research on the impact of the administrative reforms on women’s political participation, particularly in elected bodies.
Viet Nam’s on-going administrative reforms are a significant opportunity to modernize public institutions and improve efficiency. Effective 1 July 2025, the number of provinces and centrally governed cities was reduced from 63 to 34, the district level was eliminated, and a two-tier local government structure was established.
Building on its previous work to advance women’s political participation, UNDP Viet Nam seeks to collaborate with an experienced national training and research firm to deliver the following objectives and outputs.
Overall objective:
· To provide a comprehensive analysis of impacts of administrative reforms on women’s political participation, particularly in elected bodies.
Specific objectives:
· To assess changes in women’s political participation in leadership positions, especially in elected bodies, before and after the reforms, including trends in early retirement among men and women in the context of mergers and staff streamlining.
· To analyze the impact of administrative restructuring on the functions of policy advice, planning and implementation on women’s political participation —particularly those related to supporting women candidates and deputies, as well as to overseeing and monitoring progress toward national targets on women’s political participation.
· To identify opportunities and barriers that women face in accessing and holding political leadership positions in the post-reform context.
· To propose recommendations to ensure equal rights and opportunities for women’s political participation, especially in the context of the upcoming election, while maintaining effective state management on gender equality and fulfilling international obligations on women’s rights.
